A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. ROSEANNE HOEFEL RUN FOR DIVERSITY
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
city streets, facilities, and Grand Opera House Square, on Saturday, April 24, 2004, from
9:00 a.m. to 11:00 a.m., for the Roseanne Hoefel Run for Diversity, in accordance with the
attached letter of request.
3. MUSEUM ART FAIR
Request permission to grant approval to the Oshkosh Public Museum to close Algoma
Boulevard, from New York Avenue to Congress Avenue, on Sunday, July 11, 2004, from
7:00 a.m. to 5:00 p.m., for the annual Museum Art Fair, in accordance with the attached
letter of request.

Dear City Council Members,
The University of Wisconsin Oshkosh organizing committee of the Roseanne Hoefel Run
For Diversity formally requests the use of the race route outlined below to hold our charity event.
The run is planned for Saturday, April 24, 2004 fi.om 9:00 a.m. to 10:45 a.m. The event will be a
5K and rmmers, walkers, and rollers (people with wheelchairs and strollers only) will be invited to
participate. Faculty, staff, and students at UW Oshkosh have come together to create this event in
order to honor the memory of Roseanne Hoefel as well as to continue her work in educating others
on issues of diversity. Roseanne Hoefel was an associate dean in the College of Letters and Science
at Oshkosh who was committed to bringing unique educational opportunities to students in the area
of diversity. Tragically, she died in May of200t. All proceeds from the run will benefit the
Roseaune Hoefel Multicultural Education Fund and the creation ora Social Justice Fair.
The race will begin at Founders Plaza on Main St] between Algo~ and High Streets and
continue as follows: Go up Algoma towards the University, Left on Vine Ave., Left on High St.,
Right on Rockwell, Left along the River Walk, Right on Wisconsin, Left on Pearl, Right on
Osceola, Right on High, and finish in from of the Grand Opera House near where the race began. I
have included a map with the race's rome highlighted. We will need only one lane of Algoma and
one lane of High St. to be blocked off for about a half hour to give serious runners an opportunity to
begin and finish the race without traffic delays. After that, walkers, people with strollers, and
wheelchairs will use the sidewalk. We would also like permission to set up two tables on the
downtown green for registration the day of the event.
Many campus offices, including the Chancellor's Office, are sponsoring this event, and, so,
we have the support of the University in holding this event. I have talked with Sergeant Bakri of
The City of Oshkosh Police Department, and he confirmed that he would work with us after the
race rome was approved by the City Council.
