HomeMy WebLinkAboutMinutesO./HKO./H ON THE WATER PROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH, WISCONSIN PRESENT: Council Members Mark Harris, Shirley Mattox, William Castle, Frank Tower, Brian Poeschl, Paul Esslinger and Stephen Hintz. ALSO PRESENT: Warren Kraft, Acting City Manager/City Attorney, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works. Council Member Harris read the Invocation. The Pledge of Allegiance was led by Meredith Konrad and Kayla Rumbuc from Jacob Shapiro Elementary School; and, Margaret Merrill and Eric Abraham from Oakwood Elementary School. A proclamation was presented by Mayor Hintz declaring March 2004 as "Disabilities Month" in the City of Oshkosh. Public Hearing The Mayor ordered the following Public Hearing: Approve Zone Changes: Jackson Street, North, East & Adjacent to 3210 Jackson Street; South of Havenwood Drive, East of N. Oakwood Road, North of Wyldewood Drive There were no appearances and the Public Hearing was CLOSED. Consent Agenda The minutes of the February 10, 2004 meeting were presented as written. The Report of the City Manager was read. Mayor Hintz presided. REGULAR MEETING held Tuesday, February 24, 2004, at 6:00 p.m. in the Council Chambers, City Hall. The bills were presented in the amount of $14,414,576.91. Proceedings of the Common Council-February 10, 2004 The Report of the City Clerk was read. Mr. Patek responded. Resolution 04-43 Authorize Police Department Grants A) Buckle up B) Youth Alcohol Enforcement Council Member Mattox questioned if the grants would cover labor or materials. She also questioned if the results would be available to the community. Council Member Esslinger questioned how the buckle up program would be enforced. Police Chief Erickson responded. Resolution 04-44 Approve Miscellaneous City Licenses Council Member Mattox questioned why Sawdust Days requested two Special Class "B" licenses. Ms. Ubrig responded. Mr. Kinney, Director of Community Development responded. Resolution 04-43 Authorize Police Department Grants A) Buckle up B) Youth Alcohol Enforcement MOTION: CARRIED: ADOPT (Tower; second, Esslinger) Ayes (5) Harris, Mattox, Castle, Tower, Hintz; Noes (2) Poeschl, Esslinger Council Member Esslinger stated the grants had good intentions but the funds should be used for other areas during tight times with the budgets. OF & ADJACENT TO 523 W. 11 T. AVENUE (Esslinger; second, Poeschl) CARRIED: Ayes (5) Harris, Mattox, Castle, Tower, Hintz; Noes (2) Poeschl, Esslinger Council Member Esslinger stated the businesses should be located away from residential areas. Mr. Kinney responded. Mayor Hintz explained that the property was offered to the area residents, they chose not to purchase. Council Member Poeschl stated he would rather see the area as a residential neighborhood not commercial. Ordinance 04-46 Official Mapping: Storm Drainage Detention Area / Campbell Creek Watershed - Portion of 1415 Armory Place & 1530 S. Koeller Street MOTION: ADOPT (Esslinger; second, Tower) CARRIED: Ayes (7) Harris, Mattox, Castle, Tower, Poeschl, Esslinger, Hintz Mayor Hintz questioned if there was any response from the owners at 1530 S. Koeller Street. Mr. Patek responded. Oakwood Road, North of Wyldewood Drive FIRST READING; LAID OVER UNDER THE RULES Citizen Statements Gordon Doule, 1225 Summit Avenue, expressed his concerns regarding various issues. Council Member Statements Council Member Esslinger explained that he had mailed a letter to the state officials and had not received a response back yet. He suggested that OCDC and CHAMCO update Council on the new and upcoming businesses in the City of Oshkosh. Council Member Mattox stated there would be an exhibit of artwork of seventh and eighth graders at the Monk Reising Gallery on Saturday March 6th 2004. Mayor Hintz expressed the good press the City received from the Milwaukee Journal Sentinel regarding the Open Records Law. Whatever Else is Pertinent or for the Good of the City Mr. Kraft reminded Council there would be a workshop following the meeting on the Winnebago County Airport Economic Study.
