PLAN COMMISSION RECOMMENDATION: Found to be consistent with Section 30-11(D)
and approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that a
conditional use permit is hereby granted under Section 30-11 of the Oshkosh Zoning
Ordinance for a substance abuse treatment facility, per the attached.

Description of Proposed Conditional Use
The following addresses the purpose of the new facility, the number of residents /
employees, square footage of floor area, landscape area and parking area,
effects on adjoining properties and traffic generation.
Nova Counseling Services is a Substance Abuse Treatment Facility. The facility
provides services for individuals who need primary and secondary substance
abuse counseling. The primary care clients are on site for 30 days to receive
counseling and the secondary care clients are on site for a shorter duration and
-are provided follow-up counseling. The clients are limited to the boundaries of
the property and. are involved with structured programs during their stay.
Overnight accommodations and meals are part of the services provided at the
facility.
Initially,' (60) beds will be previded and thus the maximum number of clients at
any one time is 60 occupants. There will also be (19) staff personnel to provide
services to the clients.
The facility is proposed to be 22,750 sf. The facility includes staff offices,
meeting rooms, dining room. kitchen, laundry rooms, toilet rooms and bedrooms.
The paved area is 46,690 sf and the amount of green space is 118,932 sr.
The exterior of the new facility will have the appearance of a one story multi-
family complex. There will be a pitched roof with shingles and the exterior walls
will have vinyl horizontal siding with windows in. each reom.
The new facility should have little effect on the adjacent property. While the
facility is a 24-hour, 7-day week operation, the programs that the clients are
involved with occur during the day. The facility will have a kitchen to prepare
meals. The kitchen will have an exhaust hood and there will be trucks delivering
supplies to the kitchen. The facility will also have a garage on site for storage of
Nora's vehicles.

Vehicle traffic will be limited to car traffic generated by the employees who come
and leave daily and the trucks that make weekly deliveries. The clients who are
involved with the 30-day program are usually from out of the city. These
individuals typically are dropped offto enter into the program and thus do not
have access to a car. Access to cars for use by clients is not encouraged and
thus traffic generated by the facility would be IoW.
In summary, this facility should not have a negative effect on the general welfare
of occupants of the surrounding area, pedestrian or vehicular circulation,
environmental pollution, demand for public services, and be detrimental to the
character of the area then other uses allowed on property that is commercially
zoned.
