COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. ADDITIONAL WATERFEST CONCERT
Request permission to grant approval to the Oshkosh Chamber of Commerce and
Waterfest, Inc. to utilize Riverside Park and facilities on Thursday, May 27, 2004, from
10:00 a.m. to 1:00 a.m., for an additional evening of the Waterfest Concert Series, in
accordance with the attached letter of request.
3. MAYOR'S BREAKFAST
Request permission to grant approval to the Mayor's Breakfast Committee to close the
drive-up lane of the Oshkosh Convention Center from 1:00 p.m. on Thursday, July 29,
2004, to 1:00 p.m. on Friday, July 30, 2004, and to allow free parking in the parking lots
on Pearl, Ceape and Otter Streets during the period of the breakfast, from 6:00 a.m. to
10:00 a.m. on July 30, 2004, for the 15th Annual Mayor's Breakfast, in accordance with the
attached letter of request.
4. ANNUAL BAYSHORE 5K CHARITY RUN/WALK
Request permission to grant approval to the UW-Oshkosh Cross Country Teams to utilize
Menominee Park, the gazebo, and facilities on Saturday, July 17, 2004, from 7:00 a.m.
to 12:00 noon, for their 3rd annual Bayshore 5K Charity Run/Walk, in accordance with the
attached letter of request.
5. CABELA'S MASTERS WALLEYE CIRCUIT FISHING TOURNAMENT
Request permission to grant approval to the Cabela's Masters Walleye Circuit to utilize
Menominee Park, Millers Bay and facilities on Wednesday, June 23 through Sunday,
June 27, 2004, from 6:00 a.m. to 6:00 p.m. each day, for their fishing tournament, in
accordance with the attached letter of request.
6. CYSTIC FIBROSIS BASS FISHING TOURNAMENT
Request permission to grant approval to the Cystic Fibrosis Foundation and the Oshkosh
Bassmasters Club to utilize Menominee Park, Millers Bay and facilities on Sunday,
September 19, 2004, from 6:00 a.m. to 6:00 p.m., for their fishing tournament, in
accordance with the attached letter of request.

I would like to make a formal request, on the behalf of The Oshkosh Chamber of Commerce and
Waterfest, Inc., for the use of Riverside Park for an additional evening for the Waterfest Concert
Series. Originally, we had requested the park starting Thursday, June 3rd - through September 2,
2004. We would like to add the additional evening of Thursday, May 27th to the line-up.

Dear Mr. Wollangk:
On behalf on the Mayor's Breakfast Committee, I am writing to request permission to close the drive-up lane
of the Oshkosh Convention Centre from1:00 pm on Thursday, July 29, 2004 to 1:00 pm on Friday, July 30,
2004 to prepare for and hold the Fifteenth Annual Mayor's Breakfast. This year's event will be held in the
Oshkosh Convention Centre.
I am also requesting that the city allow free parking in the lots on Pearl, Ceape, and Otter during the period
of the breakfast; from 6:00 am to 10:00 am on July 30, 2004.

To Whom It May Concern:
My name is Eamon McKenna. I am a fifth year student at UW-Oshkosh where I helped
coach the men's cross country team, was captain of the 2002 men's National Champion cross
country team, and am a member of the men's track and field team. The cross country team is
requesting the use of the gazebo at the end of Irving Street in Menominee Park and of the roads
within and around the park itself in order to host the third annual Bayshore 5K charity run/walk.
We would like to use the park from 7'00AM until approximately noon on Saturday, July
2004. All profits from the 5 kilometer race will go to benefit the Donald Driver Foundation.
The Donald Driver Foundation provides support and homes for homeless women and their
children throughout Wisconsin and Texas. My teammates and I would like to raise awareness
regarding the issue of homeless single mothers and their children, many of which have been
neglected and abused at one point in time.
The past two years we have done similar charity nm/walks. We provided food and music
for the participants. We served water, fruit, bagels, and cookies. We used a police escort as our
lead vehicle. The race traveled in the park, as well as on Hazel and Menominee streets. The set-
up will be the same this year, and we will again include a children's race, as we did last year. It
will be a simple out and back that will be closely monitored, lasting no longer than one half mile.
Last year we raised over $1,900 for the Niemann Pick Disease Foundation, a devastating
hereditary disease that claims the lives of children. The year before we raised over $2,100 for
the Christine Ann Center, which aids domestically abused women and children. This year we
look to increase upon those totals. We will be able to provide insurance and we will contact the
police department. We also will clean up anything we have there. We ho~e that you will
approve our use of the gazebo and Menominee park on Saturday, July l~t . Thank you!

RE: Request for permission and details on intended use of Menominee Park,
Miller's Bay area, for the days of June 23 - June 27, 2004...during approved hours and
according to the roles governing such use by the Department of Parks, Oshkosh,
Wisconsin.
Council Members:
With your permission, it is the intention of the Cabela's Masters Walleye Circuit (MWC) to
sponsor the Cabela's Masters Walleye Circuit (MWC) Fishing Tournament on the above-
mentioned date and place.
This event will be under the general chairmanship of Kristine Houtman, MWC Onsite Director,
along with Dawn Arnold of the Oshkosh Convention and Visitor's Bureau and Sarah Long as
Co-Tournament Directors.
Two thousand four marks the 20th anniversary of the Masters Walleye Circuit. The MWC is the
oldest and most prestigious Walleye Circuit in the nation. The MWC has set the standard for
professional fishing tournaments, attracting many of the biggest names in sport fishing.
The popularity and success of the MWC lies in its team format. Instead of being paired with a
stranger, anglers choose their parmers. Friends, neighbors, fathers, sons, daughters, husbands
and wives-anglers of all skill levels-you'll find them all on the MWC. For example, the
reigning Cabela's MWC World Walleye Champions are Jim and Tim Minnema, a father and son
team from Wisconsin.
Granted your permission, the MWC will be held at Menominee Park and Miller's Bay. All rules
and regulations governing the use of this facility and all park properties will be strictly adhered
to. All permits required attendant to the use of the park have been applied for. We will be
insured, as required, to protect all participants.
Tenatative Timeline according to past MV~C events:
Wednesday June 23: Cabela's Bus will arrive along with Service Tech Trailers
Thursday June 24: Set up to include tents, banners, seating and postioning the bus.
Friday June 25: Set up registration and rules meeting.
Sat. June 26/Sun. June 27: Tournament

Dear Council Members:
With your permission, it is the intention of the Cystic Fibrosis Foundation and the
Oshkosh Bassmasters Club, to sponsor a bass fishing toumamem ("Hook a Cure") at
Menominee Park/Miller's Bay on Sunday, September 19, 2004.
The tournament will be run under the direction of both myself (Director of Development
for the Cystic Fibrosis Foundation) and tournament chairman, Mike White, member of
the Oshkosh Bassmasters Club.
About the Oshkosh Bassmasters:
The Mission of the Bassmasters group is to provide a platform on which bass anglers can
exchange ideas, techniques, and sportsmanship in order to become better anglers.
Through open tournaments, casting kids events and other community initiatives, they
strive to increase youth and public awareness of bass fishing as a major sport. The club
encourages its members to convey courtesy, honesty, sportsmanship, and good
Conservation practices in order to perpetuate the quality of bass fishing to anyone who
may come in contact with them.
About the Cystic Fib~:osis Foundation:
The Cystic Fibrosis Foundation is a dynamic voluntary health organization dedicated to
helping children and young adults fight cystic fibrosis (CF). Founded in 1955, the
mission of the CF Foundation is to assure the development of the means to cure and
control CF and to improve the quality of life for those with the disease. The CF
Foundation tirelessly pursues its mission by supporting innovative research to discover
and develop new therapies and by funding and accrediting a nationwide network of
specialized care careers.
Cystic fibrosis (CF) is a genetic disease affecting approximately 30,000 children and
young adults in the United States. With CF, the body produces an abnormally thick and
sticky mucus that clogs the lungs and leads to life-threatening lung infections. To date
there is no cure for CF, but there is tremendous hope.

Joumal4as recognized the Cystic Fibrosis Foundation as a" charity that won't waste
your money." More than 89 cents on every dollar donated to the CF Foundation goes
directly towards medical research. The Foundation is proud to receive such an
acknowledgment and will continue to pay big dividends in terms of medical advances.
