COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. WINNEBAGOLAND ART FAIR
Request permission to grant approval to the Oshkosh Fine Arts Association to utilize
South Park and facilities on Saturday and Sunday, June 12 and 13, 2004, from 7:00 a.m.
to 6:00 p.m., for the 46th Annual Winnebagoland Art Fair, in accordance with the attached
letter of request.
3. PATHFINDERS PARADE
Request permission to grant approval to the Pathfinders to utilize city streets, Menominee
Park and facilities on Saturday, August 14, 2004, from 1:00 p.m. to 6:00 p.m., for their
Pathfinders Parade, in accordance with the attached letter of request.
4. NEIGHBORHOOD WATCH
Request permission to grant approval to the residents of West 4th Avenue to close the 700
block of West 4th Avenue, from Dakota Street to Idaho Street, on Saturday, June 12, 2004,
from 12:00 noon to 6:00 p.m., for a neighborhood watch party, in accordance with the
attached letter of request.
5. ANTI-TABOR RALLY
Request permission to grant approval to Winnebagoland UniServ to utilize Opera House
Square and facilities on Saturday, June 5, 2004, from 9:00 a.m. to 12:00 noon, for an Anti-
TABOR Rally, in accordance with the attached letter of request.
6. STREET CLOSURE REQUEST
Request permission to grant approval to Public Works Department to close Pearl Avenue,
between Jackson Street and Marion Road, from Monday, June 7, 2004 to Friday, June 15,
2004, to allow for the construction of a water main loop from the south side of Pearl
Avenue to the north terrace, in accordance with the attached memorandum of request.
7. STREET CLOSURE REQUEST
Request permission to grant approval to Radtke Contractors to close Elmwood Avenue,
from Lincoln Avenue southeasterly to Amherst Avenue, on Wednesday and Thursday,
May 26 and 27, 2004, to make a temporary patch for the waterline going to the Newman
Center, in accordance with the attached memorandum of request.
8. STAGING AREA REQUEST
Request permission to grant approval to the Exclusive Company to utilize the city parking
lot at the rear of 318 North Main Street from the month of June, 2004 to the month of
September, 2004, to accommodate the renovation of the Exclusive Company, in
accordance with the attached letter of request.

Dear Jackie:
It was good to see you again this past Monday: We appreciate everything you and the city of
Oshkosh can do to help make the coming Faith on Fire Pathfinder Camporee a success. Just to
refresh your memory the camporee will take place at the EAA facility starting Tuesday afiemoon
August 10 and ending Saturday night August 14.
The camporee would like to conduct a Pathfinder parade showcasing our Pathfinders and drum corps
Saturday aftemoo~.~. 14~ The theme of the parade will be saying no to drags, tobacco, and alcohol
and the importance ~/~'~ive life styles. The clubs participating will give emphasis to this by
building floats that will be carried and possible use of signs. Literature relating to these topics will be
passed out along the parade route.
The parade route will go from the Convention center down Main Street to Irving Ave ending at
Minominee Park. At the park, we would like to conduct a rally with a speaker, music, etc. The rally
would take place between Irving and Cleveland Ave just right off Hazel. There is a power pole with
electrical outlets that could be used for a sound system.
We would like to utilize the open field behind the convention center and the parking lot for a staging
area. We plan to start the parade around 2:30 p.m., with staging between 1 and 2 p.m.
We are also working with Tom Stephany, Director of Parks, to use various park locations for several
of our off site activities. Will list those on a separate sheet.
I would appreciate hearing from you as soon as you are able to take to the City Council for official
approval.

Street Closure RequestJPead Avenue between Jackson Street & Marion Road
It is requested that Pearl Avenue be allowed to be closed between Jackson Street and Marion Road.
The closure is necessary to allow the construction of a watermain loop from the south side of Pearl
Avenue to the north terrace. The work will be performed at the location where Pearl Avenue transitions
from four lanes to two lanes. The street closure is required to create a safe work site and eliminate
potential conflicts with motorists. The street closure will be from Monday, June 7, 2004 to Friday, June
11, 2004. If poor weather becomes a factor, the closure would remain until Tuesday, June 15, 2004.

Subject: Closure of a portion of Elmwood Avenue
Radtke Contractors is requesting the Common Council to make an exception to the ordinance regarding street
closures. We would like to close Elmwood Avenue from Lincoln Avenue southeaster[y to Amherst Avenue on
Wednesday the 26th and Thursday the 27th of May, 2004. The reason for the closure is to make the temporary
patch for the waterline going to the Newman Center a final restoration.

Dear Dick:
Attached is a plan showing the proposed staging area required for the renovation
of The Exclusive Company at 318 North Main Street, Oshkosh, Wisconsin.
We are requesting permiSsion to utilize this area for the duration of the
construction project. We anticipate that the renovation will start in June, 2004
and be completed in September, 2004.
We understand that during this period that The Exclusive Company is to pay the
city to cover the cost of the monthly parking permit fees for the number of parking
stalls used for the staging area.
We will follow up to answer any questions regarding this request and we look
forward to your response.
