HomeMy WebLinkAbout04-134att.docMEMORANDUM Q/HKO/H ON THE WATER TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: April 21, 2004 RE: Item Defeated by the Traffic Review Board at their April 13, 2004 Meeting A TRANSPORTATION DEPARTMENT REQUEST FOR NO PARKING ON THE EAST SIDE OF BROAD STREET (EAST OF THE RAILROAD TRACKS) FROM WASHINGTON AVENUE TO CEAPE AVENUE. [CURRENT CONDITION: UNRESTRICTED PARKING]. This item is based on suggestions from Traffic Review Board members. BROAD STREET EAST OF THE RAILROAD TRACKS The Traffic Review Board at last month's meeting also expressed an interest in converting Broad Street east of the railroad tracks to two-way operation. Broad Street east of the railroad tracks will not have a significant impact on traffic flow following events at Riverside Park. I believe some Board members felt it would be confusing having Broad Street two-way on one side of the railroad tracks and one-way on the other side. The conversion of Broad Street on the east side of the railroad tracks will require some minor roadway improvements at its intersection with Otter Avenue. The existing width is only 18 feet at this intersection. The parking will also have to be removed on Broad Street from Ceape Avenue to Washington Avenue to accommodate two-way traffic. The width of Broad Street east of the railroad tracks is approximately 21 feet. The number of dwellings on each block segment is shown below. DWELLING UNITS BROAD STREET EAST OF THE RAILROAD TRACKS STREET SEGMENT NUMBER OF DWELLINGS Ceape Avenue to Otter Avenue Otter Avenue to Waugoo Avenue Waugoo Avenue to School Avenue School Avenue to Washington Avenue The need to convert Broad Street east of the railroad tracks is much less important than the west side, and does nothing to improve traffic flow following events at Riverside Park. I didn't find any significant reason to convert Broad Street east of the railroad tracks to two-way operation. The sub-standard width at its intersection with Otter Avenue indicates that it may be better to leave Broad Street as a one-way northbound street east of the railroad tracks. DEFEATED BY TRAFFIC REVIEW BOARD (0-4). A POLICE DEPARTMENT REQUEST FOR 4-HOUR PARKING ON THE EAST SIDE OF WRIGHT STREET FROM IRVING AVENUE TO SCOTT AVENUE BETWEEN 8:00 A.M. AND 6:00 P.M. [CURRENT CONDITION: 4-HOUR PARKING AND NO OVERNIGHT PERMIT PARKING]. A POLICE DEPARTMENT REQUEST FOR 4-HOUR PARKING ON THE WEST SIDE OF WRIGHT STREET FROM IRVING AVENUE TO 55 FEET SOUTH OF SCOTT AVENUE BETWEEN 8:00 A.M. AND 6:00 P.M. [CURRENT CONDITION: 4-HOUR PARKING AND NO OVERNIGHT PERMIT PARKING]. These are requests from the Police Department. In 1994 the Traffic Review Board implemented a 4-hour parking restriction on Wright Street between Irving Avenue and Scott Avenue. The decision to implement the parking restriction was based on a petition submitted by the residents on Wright Street. The reason for the restriction was an increasing amount of student parking in this area. The residents also requested 24-hour enforcement to eliminate overnight parking that could interfere with snow plowing, street cleaning and leaf pickup. It is my understanding that the Police Department would like to issue overnight parking permits in this area, but can't with the 24-hour enforcement policy in place. The Police Department wants to determine if there is any opposition to allowing overnight parking on these two blocks of Wright Street. The property owners have been notified and hopefully we will receive some public input on this issue. DEFEATED BY TRAFFIC REVIEW BOARD (2-2)
