Nieforth stated approval was given for undergrounding the utilities in that area and
this is specifically to get service to Mill on Main off those areas. We’ve worked with the
developers and they’re ok with the easements. This will go to council for final approval.
Redevelopment Plans:
Draft Sawdust District Redevelopment Plan
Draft Southshore Redevelopment Plan Amendment
Nieforth said this is part of the Sawdust District Master Plan and we wanted to create a
redevelopment plan.
Lyons added that as part of the Sawdust District Master Plan process, we wanted to add
a redevelopment plan and the additional statutory authority granted to the City by
having an adopted redevelopment plan. As that process began, there is an overlap of

the area within the Sawdust District with the Southshore Redevelopment Plan so both
need to be amended. We can’t have properties in different redevelopment plans. We
wanted the Sawdust District area to have a fresh new plan with the master plan being
the governing document for that area. The goal is to amend the old Southshore
development plan, take some of those parcels out and then adopt the new Sawdust
District master plan area. There are maps and some work that needs to be done within
them but we wanted to get the documents in front of you ahead of time and bring them
back at the November meeting for the adoption process. Let us know if you have
questions or feedback.
The primary benefit of a redevelopment plan is it gives the City some statutory
authority over what takes place in that area. It also grants the City some ability to deny
certain types of redevelopment and building permits being issued on a property. Our
goal as a city is to move from a manufacturing industrial type city to more of a
commercial entertainment base land use.
Panek said one of the goals was to reestablish the historic South Main buildings and
development, but where do we find the old one.
Lyons responded it’s establishing the street wall that used to be on South Main Street
before that area started getting redeveloped and started getting pushed off of the street
wall corridor. When we talk about reestablishing the South Main Corridor, an example
is what T. Wall is doing to get that building up along the side. Buildings like Alro Steel
and Sadoff Metal and looking at the long-term redevelopment of those types of facilities
into development that matches the goals of the Sawdust District Master Plan.
Panek asked if they’re grandfathered in.
Lyons responded, yes, but the redevelopment plan does give us a little more authority if
we want to expedite the redevelopment in the area.
Nieforth added that we had the Pearl Street/Marian Road redevelopment area that was
created in the late 1990s and we’re finally finishing up. This is a long-term, 25-plus-year
plan, and it’s good to have those goals and the vision that matches up with the master
plan for the area.
Lyons said Pioneer Island was all in the old Southshore.
Stam asked if there would still be a Southshore.

Panek asked how far the Sawdust district goes.
Lyons responded a couple blocks south of the arena.
Hutchison asked if we own property across from the arena.
Nieforth said we own one parcel, 1203 South Main, and we’re working on getting
others in that area
Executive Director Report
The City received plans from Theda/Froedert and held a neighborhood meeting about a
week ago that went very well. There was a workshop at Plan Commission on 9/19/23
that also went well.
There is space left on the Oregon Street side due to the bridge which will begin in
2028/2029.
There will be a hospital and a surgical center with offices. It is a multiple-level building
with maintained grass on the west side.
Lyons said there will be 8 emergency room beds and 10 outpatient beds on the NE
wing. For a total of 18 beds. Plans have been submitted to Plan Commission and
Council will look at it in November.
Hutchison asked if they pay taxes.
Nieforth said hospitals are different in paying taxes. Typically, doctor offices are taxable
but emergency rooms and operating rooms are non-tax.
Panek asked when groundbreaking would be.
Lyons said they hope to start in December 2023.
Stam asked where the entrance was located.

Nieforth said the public entrance is towards Oregon and 6th Avenue. They are talking to
see if a TIA is required because we don’t want a negative impact in the neighborhood.
Panek said she spoke with someone in the neighborhood and they were very impressed
after talking with a ThedaCare representative. Neighbors appreciate the clean-up that’s
been going on.
Nieforth briefly discussed BoatWorks at the last meeting and the options they have.
Chet Wesenberg and Tim Hess will be purchasing the RDA property on the east side.
They are going to purchase the west side, which is city-owned, once the city garage is
torn down so they can do phase II testing. The City will work to put a bid together to
demolish that building this fall. Overall, they are still moving forward with the project.
Hutchison asked if there’s anything tied to making sure the project gets completed.
Nieforth stated we don’t have anything in the agreement stating the property needs to
be returned if they don’t build. That is certainly something RDA can discuss.
Hutchison feels it is important to state that and a good example is the Miles Kimball
building not being completed. It holds everyone accountable.
Panek asked if something could be added to their agreement.
Nieforth will look into this further.
Panek asked if the Miles Kimball building goes to council and not RDA.
Kelly said the development agreement goes to council.
There is a CIP item in the 2024 budget for the Oshkosh Avenue and Sawyer Street
intersection.

PURPOSE: APPROVE SPOT BLIGHT DESIGNATION FOR 1203 OSHKOSH
AVENUE
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the building at 1203 Oshkosh Avenue exhibit conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said property is blighted; and
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1. Findings and Determinations. It has been found and determined and is
hereby declared that:
(a) the property has inadequate provisions for sanitation; and
(b) the property has become obsolescence; and
(b) the property is not within a designated redevelopment area but can
be acquired if spot blighted by the Redevelopment Authority to
eliminate slum and blight conditions in the neighborhood; and
2. Spot Blight Designation. The Authority hereby finds that the property is
blighted in need of rehabilitation and blight elimination under the meaning
in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.

Avenue
BACKGROUND
1203 Oshkosh Avenue is a vacant home on the southwest corner of Oshkosh Avenue and Sawyer
Street. The parcel is located in close proximity to the proposed Oshkosh Avenue and Sawyer
Street intersection reconstruction area. The City has been in contact with the various property
owners through the years due to the code violations on the home, but has received minimal
compliance. The property was part of a Winnebago County Sherriff’s sale in 2023 and was
purchased. The current owner had tenants for a short time, but now the building is vacant.
Unfortunately, none of the code violations have been corrected and the home continues to
deteriorate.
ANALYSIS
When city staff learned that this property was for sale, we worked with our Public Works and
Transportation Departments to see if it would make sense to acquire the home for the
reconstruction of the Sawyer Street/Oshkosh Avenue intersection. The proposed realignment
will require additional right of way which the RDA has been helping acquire in the past fifteen
years. The city departments indicated that owning this parcel will be very helpful when
designing the new intersection. That, coupled with the multiple building code violations has
made this home a candidate for blight removal.
RECOMMENDATION
The Redevelopment Authority approves the spot blight designation for 1203 Oshkosh Avenue.

PURPOSE: APPROVE ACQUISITION OF PROPERTY LOCATED AT 1203
OSHKOSH AVENUE ($85,000)
WHEREAS, Park Place Management, LLC is willing to sell their property located
at 1203 Oshkosh Avenue to the Redevelopment Authority in the amount of $85,000.
NOW, THEREFOR BE IT RESOLVED that the proper City officials are hereby
authorized and directed to purchase said properties in the amount of $85,000 plus closing
costs and execute any and all documents necessary to consummate this transaction.

RE: 24-02 Approve Acquisition of Property at 1203 Oshkosh Avenue ($85,000)
BACKGROUND
The Redevelopment Authority has acquired multiple properties along Oshkosh Avenue in
preparation for the reconstruction and realignment of the Sawyer Street and Oshkosh Avenue
intersection. The subject property is on the south side of Oshkosh Avenue but will also provide
additional needed right of way for the reconstruction project as the RDA parcels on the north
side do as well. The property also has various code violations that have not been corrected to
date. The owner indicated that they don’t plan to correct the violations.
ANALYSIS
The home was part of a Winnebago County Sherriff’s Sale last year and was sold. There were
tenants in the home for a short time but the home is now currently vacant. Public Works and
Transportation staff indicated that it would be very beneficial to acquire the property so they
could properly design for the intersection reconstruction and realignment. Adding additional
right of way for that project and removing an eyesore on the corridor will be beneficial to the
city.
FISCAL IMPACT
The RDA/City will use CDBG central city blight elimination funds to acquire the property.
Ongoing maintenance of the parcels is approximately $500 annually for each parcel.
RECOMMENDATION
The Redevelopment Authority approves the acquisition of the properties located at 1203
Oshkosh Avenue for $85,000.

BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that
the Redevelopment Authority hereby grants electric and gas easements to Wisconsin
Public Service for the service for Mill on Main Redevelopment Project, per the attached,
and the proper City officials are authorized and directed to execute any and all
documents necessary for purposes of same.

RE: 24-03 Approve Granting an Easement to Wisconsin Public Service (WPS) for Mill
on Main, LLC Development
BACKGROUND
The Redevelopment Authority currently has a Ground Lease and Development Agreement with
the developers of the Mill on Main. The properties will be transferred from the RDA to Mill on
Main LLC once the project is constructed and a VPLE from the WDNR is obtained.
ANALYSIS
WPS is requesting easements on RDA property in an effort to provide service to the future
development. City staff has worked with T Wall representatives to ensure that the easements
will meet their needs for service and are acceptable to them as T Wall will eventually be the
owners of the property.
RECOMMENDATION
The Redevelopment Authority recommends the granting of Electric and Gas Easements to
Wisconsin Public Service to provide service to the Mill on Main project an RDA property.

SOUTH SHORE REDEVELOPMENT AREA
Pioneer Marina/Island Area
A tiki bar was open this summer under a temporary use permit. The City continues to work
with the owner on potential development projects.
Miles Kimball Building (Northwest corner of S. Main/9th Avenue)
The owner has formally requested that the City amend the TIF Development Agreement to
delay the completion date of MK Lofts. The developer has requested to amend the completion
date from October 1, 2023 to June 1, 2024. The Council approved this request.
Boatworks Property
Chet Wesenberg and Tim Hess indicated that they are ready to purchase the RDA property to
start their project in spring. City staff will work with the developers to complete the transaction.
Mill on Main Redevelopment Project
The developers have formally requested to amend the start date in their TIF Development
Agreement from September 30, 2023 to March 1, 2024. The Council approved the request. City
staff are working with the Mill on Main developers on their anticipated schedule to start
construction in the spring.
West 8th Avenue RDA Property
City staff had received multiple inquires on the RDA property between W. 7th and W. 8th Avenue
so we requested that all the interested developers submit their proposed projects and supporting
documentation to city staff so we could present the proposals to the RDA Board members.
Unfortunately, there weren’t any proposals submitted so staff will continue to market this
property.

Block between West 9th Avenue and West 10th Avenue on South Main Street:
City staff has been working with developers who are interested in rehabbing the existing
buildings and convert them to residential and potentially commercial on the first floor. The
developers have inquired about financial assistance resources.
South Main Street Reconstruction
For years, WisDOT and the City have discussed the eventual reconstruction of South Main Street
and when the reconstruction takes place, that South Main Street will be widened in order to
construct terraces along the street, widened sidewalks and provide on-street parking. The City
and WisDOT entered into an agreement for the work to take place in early 2030, when the
Oregon/Jackson Street bridge construction was completed. Recently, city staff met with WisDOT
officials who said that because the street meets code, that they will not be paying for the costs to
widen the street or any acquisition needed to widen the street. They would just be paying for
the existing street reconstruction and any improvements that are needed to make the
crosswalks, corners and sidewalks ADA compliant. Staff is still working through this news, but
in the past, the RDA has dedicated quite a bit of land to right-of-way in anticipation of this
widened S. Main Street. Staff will keep RDA in the loop on this issue.
Sawdust District Redevelopment District Plan
City staff did not receive any comments from RDA members on the proposed Sawdust District
Redevelopment District Plan so staff will move forward with finalizing the document and
bringing it forward to RDA at the next meeting.
MARION & PEARL REDEVELOPMENT AREA
Mercury Marine Parking Lot on RDA/City Land
RDA approved a site plan for a parking lot on multiple parcels owned by the City and RDA per
an agreement from 2006. City staff continues to work with Mercury Marine on the
contamination and fill that is located on site. These issues will need to be resolved before
construction of the parking lot can take place.
Merge Update
Construction for Phase I of Mackson Corner on Parcel J along the Fox River is completed. Staff
has been in communication with the developers to discuss their next project on their parcels. At
this time, they will be requesting a TIF Development Agreement Amendment to extend their
construction timeline that was originally agreed upon. They have indicated that the new
Jackson/Oregon bridge will negatively impact their proposed mixed-use development along the
Fox River and would like additional time to plan for it. Staff is working with the City Attorney,
Planning Manager, and City Manager on this request.
Morgan Crossing – Phase 2
Alexander and Bishop has proposed a multi-family building on the vacant parcel to the east of
the existing Morgan Crossing building. The Common Council approved the creation of TID#42
to help fund the remediation for the development but the developer has not approached the city
to create a Development Agreement.

ATC Easements
The City has been approached by the American Transmission Company (ATC) regarding
easements that they are requesting on City and RDA properties. The proposed easement
placements, widths, and language in the easement document are very restrictive and will
severely limit what the City and RDA could do with their properties in the future. City staff is
meeting with ATC representatives regularly to discuss our concerns with the proposed
easements. Any easements proposed on RDA property would need to be approved by RDA.
SAWYER STREET/OSHKOSH AVENUE
Sawyer Street/Oshkosh Avenue Intersection Reconstruction
City staff have added a CIP item to start the design work for the Sawyer Street/Oshkosh Avenue
reconstruction project. The RDA continues to maintain the lots that are planned to be part of the
Sawyer Street and Oshkosh Avenue intersection reconstruction once there are enough funds in
TID #35. City staff continues to monitor grant opportunities as well to help offset these
construction costs as well.
