PLAN COMMISSION STAFF REPORT JANUARY 16, 2024 ITEM II A: COMMERCIAL DESIGN STANDARDS VARIANCE FOR EXTERIOR BUILDING MATERIALS AT 255 E SNELL ROAD GENERAL INFORMATION Applicant: Chet Wesenberg Architect. Property Owner: Sun Star Holdings of Dakota LLC Action(s) Requested: The applicant is requesting approval of a variance from the City’s Commercial Design Standards to allow for Class IV exterior building materials at 255 East Snell Road. Applicable Ordinance Provision the Variance is being requested: Code Reference Regulation Section 30-244(B) Exterior Materials. Industrial buildings shall be clad in Class I, II, or III Materials. Certain Class IV materials are also acceptable as noted. Section 30-244(B)(1) For all façades facing a public street, a minimum of 15 percent of the façade shall be composed of Class I building materials. Property Location and Background: The subject site consists of a single lot that is 1.2 acres and is located east of North Main Street on the south side of East Snell Road. The site includes three personal storage buildings that were constructed in 2006. At this time Class IV exterior building materials were used to clad the storage buildings. The property is located within a Heavy Industrial Zoning District (HI) and the 2040 Comprehensive Land Use Plan recommends industrial development for the site. The surrounding area consists of industrial uses to the west and southwest and residential uses to the east and north, while the property located directly to the south is currently used for agriculture. Adjacent Land Use and Zoning Existing Uses Zoning North Residential DR-6 South Agriculture HI East Residential HI West Industrial HI Comprehensive Plan Land Use Recommendation Land Use 2040 Comprehensive Land Use Recommendation Industrial VARIANCE CRITERIA The City’s Zoning Ordinance establishes design standards for new construction and additions with the overall purpose/intent to: “Regulate the design and materials used for the exterior of buildings and structures within the City so as to maintain and enhance the attractiveness and values of property in the community.” The Ordinance states the following for additions: “All additions shall match or be substantially similar to the design and materials of the existing building”. The Plan Commission is authorized to grant variances from the strict application of the standards when it is determined that one or more of the following apply: 1. The variance will not be contrary to the public interest. 2. Substantial justice will be done by granting the variance. 3. The variance is needed so that the spirit of the ordinance is observed. 4. Due to special conditions, a literal enforcement of the provisions of the Zoning Ordinance will result in unnecessary hardship. 5. The variance will not allow an alteration of a historic structure, including its use, which would preclude its continued designation as a historic structure. ANALYSIS The applicant has proposed a fourth 30’ x 101’ personal storage building on the east side of the subject property which is currently green space/grass. The building is planned to be sectioned into three equal units. The subject site has been utilized as personal storage facility since 2006. According to the applicant, the site contains sixty-six (66) self-storage units and this project would add three to that for a total of sixty-nine (69) units. As proposed, the fourth building is to be clad in vertically oriented corrugated metal siding and roofing. This material is considered a Class IV material and therefore prohibited within industrial land uses. According to the applicant, the existing three buildings are clad with this same material and the owner would like the fourth building to aesthetically match those existing buildings. Building Façade Staff evaluated the proposed plans and the impact of the exterior materials being proposed in regard to the purpose and intent of the commercial design standards. The standards relate to preserving a building’s architectural integrity and the potential impact on adjacent properties, and “curb appeal” of the block. In working with the applicant, staff considered:  Existing exterior materials and the appearance  Location of the site and character of the surrounding properties  Zoning and uses of the property and surrounding context Page 3 ITEM II A – DSV: 255 E Snell Rd. Image of Existing Building at 255 E Snell Rd Staff is of the opinion that the proposed exterior materials (vertically oriented corrugated metal) will not have a detrimental impact on the overall appearance of the site as the proposed materials will be complementary to the existing buildings. The applicant noted that matching the aesthetics of the existing buildings would maintain, and thus limit, the effects the development has on the surrounding properties and the curb appeal of the neighborhood. Although corrugated metal is considered a class IV material, staff feels that cladding a new building with a similar exterior material as the existing buildings will keep the site consistent as the proposed fourth buildings appearance will be well-matched with what is currently on site, as well as other building facades on neighboring industrial sites on East and West Snell Road, which appear to utilize a similar corrugated metal for siding and roofing. RECOMMENDATION Staff recommends approval of a variance from the City’s Commercial Design Standards to allow for usage of a Class IV exterior building material for siding and roofing at 255 East Snell Road with the following finding: Finding: 1.
