1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. SENIOR SUMMER GAMES
Request permission to grant approval to the Oshkosh Seniors Center and Oshkosh
Recreation Department to utilize South Park and facilities on Monday, June 21, 2004,
from 8:00 a.m. to 3:00 p.m., and on Wednesday, June 23, 2004, from 8:30 a.m. to 12:30
p.m., for the 22® Annual Senior Summer Games, in accordance with the attached
memorandum of request.
3. BLOCK PARTY
Request permission to grant approval to the residents of Minnesota Street to close
Minnesota Street, from 258 West South Park Avenue to 1217 Minnesota Street, on
Sunday, May 30, 2004, from 2:00 p.m. to 10:00 p.m., for a neighborhood block party, in
accordance with the attached letter of request.
4. BLOCK PARTY
Request permission to grant approval to the residents of Adams Avenue to close the
Adams Avenue, between Bauman and Josslyn Streets, on Saturday, June 26, 2004, from
11:00 a.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached
letter of request.
5. BLOCK PARTY
Request permission to grant approval to the residents of Quail Court to close Quail Court
at its intersection with Fox Fire Drive, on Saturday, July 10, 2004, from 4:00 p.m. to 12:00
midnight, for a neighborhood block party, in accordance with the attached letter of
request.
6. PLACEMENT OF THIRTY-THREE LION SCULPTURES
Request permission to grant approval to The Pride of Oshkosh to place thirty-three lion
sculptures at various locations throughout the city (listing attached) from Monday, May 24,
2004 through Friday, September 24, 2004, in accordance with the attached letter of
request.
7. SAWDUST DAYS
Request permission to grant approval to the Oshkosh Sawdust Days Committee to utilize
Menominee Park and facilities on Sunday, June 27, 2004, through Tuesday, July 6, 2004,
from 6:00 a.m. to 12:00 midnight, to accommodate the Sawdust Days festival, in
accordance with the attached letter of request.
8. MEMORIAL DAY PARADE
Request permission to grant approval to the Oshkosh Patriotic Council to utilize city
streets, facilities and Riverside Cemetery on Monday, May 31, 2004, from 7:00 a.m. to
12:00 noon, for the Memorial Day Parade, in accordance with the attached letter of
request.

Dear Mr. Wollangk:
On behalf of the organizers and sponsors of The Pride of Oshkosh. I am writing
to request permission from the City of Oshkosh to place thirty-three lion
sculptures at locations throughout the city. A list of locations is attached.
The lions will be displayed at the various locations between May 24 and
September 24. 2004. On September 25, all of the lions will be displayed in
Opera House Square as part of UW-Oshkosh's Fall Fest.
The fiberglass lions are 2.5 ft. wide, 7 ft long and 3.5 ft. tall. They are extremely
sturdy and will be attached to heavy bases. We have met with Tom Stephany of
the Parks Department to coordinate the placement of several lions in Oshkosh's
parks. As well. many businesses will place the lions on their property. A few
lions will need to be placed on public sidewalks at downtown businesses. The
lions are narrow (2.5 ft. wide) and will not obstruct pedestrians.
Cities around the country and state have presented similar projects, and they
have received impressive results, including dramatic widespread media attention
and substantially increased tourism. We expect that The Pride of Oshkosh will
have a tremendous impact on the vitality of the city during the summer.

LIONS REIGN FOR ARTS AND EDUCATION
OVERVIEW
The University of Wisconsin-Oshkosh
and the Paine Art Center and Gardens
have formed a task force to plan and
implement a public art project that will
place thirty life-size lion sculptures
around the community. The sculptural
figures will be replicas of the majestic
lions that flank the entrance to the
Oshkosh Public Library, and artists will
transform each one into a unique and
extraordinary artwork. The project is
modeled after similar projects across
the country, with "Cows on Parade" in
Chicago as the most well known. Pride
of Oshkosh will raise funds to support
education and arts initiatives in the
city. The project will also promote
community pride, awareness of the
Public Library, appreciation of public
art, and enthusiasm for education
and the arts. The Northwestern has
partnered with the Paine and UWO
to help promote the project. Pride
of Oshkosh is made possible by
the generous leadership support
of the Oshkosh Area Community
Foundation.
SUMMARY OF PLAN
Working together, UWO and the
Paine will spearhead the planning,
organization, fundraising and
marketing of the project. As the lions
are being fabricated, the UWO/
Paine task force will invite artists to
submit proposals of their ideas for
transforming the lions, and these
proposals will then be collected into
Harris, the majestic bronze lion that graces the entrance to the
Oshkosh Public Library, is the model for The ['ride of Oshkosh.
a portfolio. The UWO/Paine task force
and partners will then present the .........................................................................................................................................................................
portfolio to area businesses and request that they sponsor a lion for $3,500 by choosing one of the proposals. A
sponsorship will entitle the business to display the ]ion for three months and receive recognition on "The Pride of
Oshkosh" promotional materials. If an artist's proposal is selected by a business, that artist will receive a $1,000
stipend to transform a lion. The Public Library will receive gift of $10,000. A total of thirty lions will be sponsored
and transformed, and once completed, the lions will delivered to each of the sponsoring businesses for display
during the summer. A brochure will be created with a map that identifies the location and sponsor of each lion;
and these brochures will be distributed to the public by numerous businesses and organizations. While on display,
the public will vote for a "People's Choice" award and a panel of jurors will award four additional awards. The
artists will receive cash prizes for the awards. The five award-winning lions will be auctioned at the Paine's black-
tie ball in October. Fifteen lions will be auctioned during Fall Fest on the Fox on September 25, and ten lions will
be auctioned on the Internet. The proceeds from the auction will support education and the arts in the community.

The proceeds from the project will benefit four entities including a $10,000 gift from the sponsorships
directly in support of the Oshkosh Public Library. The remaining proceeds will be generated by the
auction and distributed as follows: Fifty percent will be contributed to the Oshkosh Area Community
Foundation to support grants for the arts. Twenty-five percent will be contributed to the University of
Wisconsin-Oshkosh Foundation to support scholarships for art students. Twenty-five percent will be
contributed to the Paine Art Center and Gardens to support artist residencies.

to life in artistic form

Several community agencies plan on creating great pride
in the Oshkosh arts community in 2004, both literally and
figuratively.
The Pride of Oshkosh will give businesses and
community agencies the chance to decorate 30 lions
copied from Harris, one of the bronze lions adorning
the front of the Oshkosh Public Library in a fund-raising
effort benefiting the Paine Art Center, the University of
Wisconsin-Oshkosh Foundation and the library.
"It was really the perfect symbol for Oshkosh,"
University Relations Executive Director Robin Asbury
said. "Everyone we've talked to has agreed it's perfect for
Oshkosh."
Asbury said she and Paine Art Center Executive
Director Aaron Sherer had been tossing the idea of an
arts event similar to the ones in Chicago and Green gay
for some time when Christy Wells, the wife of UWO
Chancellor Richard Wells, organized a task force and
came up with the idea of using Harris the Lion as the
symbol for Oshkosh.
"The lions have long been a source of community
pride and strength," Sherer said in a press release.
Wells said the project will call attention to Oshkosh as
the "arts and cultural center of northeastern Wisconsin."
"This will give a lot of visibility to the artists who are
selected to work on these lions," he said. "1 think seeing
30 of those lions worked creatively by our Oshkosh
artists will bring a lot of visibility to the arts and create a
lot of pride in Oshkosh. It's a very exciting project."
Businesses will pay $3,500 to sponsor a lion and select a
local artist's design or decoration from a catalog of entries
submitted, Asbury said.

and provide the community with something to fee] good

"It draws attention to the library which is an important
part of the community and the university which plays an
important role," Sherer said. "Overall, it's kind of a feel-
good event. It's also a major showcase of artistic talent in
the community."
Artists selected to decorate the fiberglass lions will
receive a $1,000 honorarium provided through a grant
from the Oshkosh Area Community Foundation.
"Green Bay just did one with butterflies and Milwaukee
did one, but it's a great project that can bring the
community together for something fun," Foundation
Executive Director Eileen Connolly-Keesler said. "It's
such a nice opportunity for the artists of the valley to
come forward and show what they can do with these.
it's such a positive thing for the arts."
Asbury said artists need to submit their designs for a
lion by Jan. 31.
"The artists are free to do whatever they want,"
Asbury said. "You can't just have a company logo,
but you could interpret what that company's business
is within the design of it. An artist is free to be as
whimsical as they want to be."
The Oshkosh Area Community Foundation, the
Oshkosh Chamber of Commerce, UWO, the Paine Art
Center and The Oshkosh Northwestern have all teamed
up to sponsor "The Pride of Oshkosh."
Sherer said the lions will be displayed in front of
businesses that commission a lion for three months
before being auctioned off online or at the UWO Fall
Fest on the Fox on Sept. 24-25.
Area residents will be able to pick up maps of where
the lions will be in order to select a people's choice
award. A panel of judges will select another four be
auctioned off in a special event at the Paine in October.
A total of $10,000 raised by the project will go to the
Oshkosh Public Library.
Of the remaining funds, the foundation will receive
half and the other haft will be split between the UWO
Foundation for arts scholarships and the Paine Art Center
for artist residencies.
Entry forms for designing a lion can be obtained
at the library or the Paine Art Center or by calling the
university at 424-2442.

The Oshkosh Sawdust Days Committee would like to submit our formal request for the use of

Menominee Park for the 2004 festival which will run Wednesday, June 30 through Sunday, July 4th,
2004. I hope you have reserved the shelters as we have used them in the past.
Tip Top Shows will begin arriving, Sunday, June 27th to begin general set-up. At this time, we would
like to close off a portion of the parking lot east of the lighted ball diamond. We will begin closing off
Pratt Trail at the Parkway Avenue intersection, restricting some traffic from Irving and Hazel and
closing it to the public probably by June 28th. We will work with you regarding the open areas for
boaters. Sawdust Days will begin setting up June 28th and will complete tear down on July 6th, 2004.
The hours for the festival and Tip Top show would be as usual, music off by 10:30 PM but the rides
will sell tickets until 11:00 PM. When a schedule has been developed we will submit it with specific
hours for opening each day.
Our Historical Village would like to use the same area along the water near the point and the pump
house. The participants and public never seem to get over the beauty of our park and the enjoyment
they receive from our living history. This will enable us to keep the major portion of the park open to
the public and allow closer parking for them. Since we like to keep the park clear for the public, the
re-enactors request permission to park their support vehicles on the grass north of the lighted ball
diamonds, east of Webster Stanley School. That area worked out very well in the past and created
no difficulties. We would like to have permission for street parking as in previous years.
The committee will be in charge of the History Village so that strict guidelines for care and cleanup of
the grounds will be rigidly enforced. We will work closely with you and the city regarding any of the
particular details required to address this issue.
There are some special concerns that have come to the Sawdust Days Committee, we would like to
address each waiver in an attempt to prevent misunderstandings. The committee for the re-enactors
would like to request an open fires permit. They are very cautious and use well contained fires for
cooking and demonstrating their way of life. The sod is removed and replaced so the area will remain
intact when they leave. A few of the history vendors use souvenir glass bottles which are to be
refilled with beverages such as root beer or sassafras.
We would like to request a waiver of the glass bottle ordinance for the re-enactors; other vendors
would have to adhere to the ordinance. The re-enactors will be staying in their lodges or tents,
vendors and Tip Top employees by necessity will have to stay in the park overnight so we would like
to request a waiver of the overnight camping ordinance. We plan to post signs stating, "Camping By
Permit Only". The other issue brought to our attention would be a waiver for dogs in the park with
certain stipulations. Owners would have to have proof of rabies, be instructed where to walk dogs,
clean up after them, and keep them on a leash or inside. They will also be supplied with some type of
identification to indicate they are owned by participants of the festival.
The plans for the July 4th parade are progressing well, the parade committee feels much more
confident because of the support they have enjoyed. Doc Sonnleitner is coordinating that committee
and I'm sure they will have a great parade.
The committee would like to thank you and the Common Council for all the help and cooperation we
have received to make this community festival a success. I apologize for the delay in making this
request, health and travel issues have prevented me from being more prompt. We look forward to
working with you again this year. The changes and additions have been well received by the public
and we shall continue to strive for an even better festival. We will be applying for our "Class B"
license soon.

Dear Richard,
The Memorial Day Procession and the Riverside Ceremony is quickly
approaching. The showmobile has been reserved for Riverside Cemetery. I
would ask permission to conduct the procession on Memorial Day, utilizing
the same route as in previous years. Our assembly area is also the same as
before. I would ask you to notify our Chief of Police and the Sheriffs
Department to barricade the necessary streets again. I am sure they use the
Police Auxiliary. We will need, as in the past, a portable toilet.
Sorry I didn't get this out sooner, but I had three by~passes, right
carotid surgery, and 3 toes taken off. I will have the left carotid operated on
tomorrow, so I will be out of commission this week. If you have any
questions, please call me at 235-1866.
