A. CITY MANAGER'S REPORT
6:00 p.m.
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. FESTIVAL OF SPRING
Request permission to grant approval to the Paine Art Center & Gardens to close
Congress Avenue, from Algoma Boulevard to Elmwood Avenue, on Saturday, May 15,
2004, from 6:00 a.m. to 5:00 p.m., for their Festival of Spring event, in accordance with
the attached letter of request.
3. ADDITIONAL WATERFEST CONCERT
Request permission to grant approval to the Oshkosh Chamber of Commerce and
Waterfest, Inc., to utilize Riverside Park and facilities on Wednesday, June 30, 2004, from
10:00 a.m. to 1:00 a.m., for an additional Waterfest Concert, in accordance with the
attached letter of request.
4. FISHING TOURNAMENT WEEKENDS
Request permission to grant approval to TFM Promotions to utilize Rainbow Park on
Sunday, May 2, 2004, and Menominee Park on Saturday and Sunday, August 7 and 8,
2004, and again on Saturday, October 9, 2004, from 6:00 a.m. to 6:00 p.m. for their fishing
tournaments, in accordance with the attached letter of request.
5. PEACE RALLY
Request permission to grant approval to Action Wisconsin to utilize Opera House Square
and facilities on Sunday, May 2, 2004, from 12:00 noon to 3:00 p.m., for their Peace Rally
on AKR66, in accordance with the attached letter of request.
6. CHILDREN'S DAY PARADE
Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and
facilities, and city streets on Sunday, August 8, 2004, from 10:00 a.m. to 6:00 p.m., for
their Children's Day Parade, in accordance with the attached letter of request.
7. CHURCH PICNIC
Request permission to grant approval to First English Lutheran Church to close Minnesota
Street, between 10th Avenue and 11th Avenue, on Sunday, June 6, 2004, from 12:00 noon
to 3:00 p.m., to hold their church picnic, in accordance with the attached letter of request.

Dear Mr. Wollangk,
The Paine Art Center and Gardens is offering two art festivals thisyear
and we're ?~qu~sfin~ that certain roads would be closed on those days.
Staff members will be on duty by 5:30 a.m. on each of the event days, as
well as 4 p.m. - 7p.m. on the afternoons before the events to assist with
vendor set-up.
· Festival of Spring, Saturday, May 15, 2004, 8 a.m.-4 p.m. The
vendors will arrive by 6 a.m. to begin set up and will pack up at the
close of the day by 5:30 p.m. or so. We request that Congress Avenue
(from Algoma Bird to Etmwood Ave.) be closed on that day from 6 a.m.
- 5 p.m.
· Faire on the Green, Sunday, July Il, 2004, 8 a.m.-4 p.m. The
vendors will arrive by 6 a.m. to begin set up and will pack up at the
close of the day by 5:30 p.m. or so. We request that Algoma Blvd (from
New York to Congress) be closed on that day from 6 a.m. - 5 p.m.
I've already been in contact with Sergeant Tim Bakri at the Oshkosh
Police Dept and he has contacted the Auxiliary Force in regard to traffic
flow and barricades and they will be on hand to help with security, as
well. Shouldyou need to consult with Sgt. Bakri, his number at the
station is 920.236.6520. Thankyou foryour consideration and prompt
reply.

Dear Mr. Wollangk:
I would like to make a formal request, on the behalf of The Oshkosh Chamber of Commerce and
Water[est, Inc., for the use of Riverside Park for an additional evening for the Water[est Concert
Series. Originally, we had requested the park starting Thursday, June 3rd- through September 2,
2004. We would like to add the additional evening of Wednesday, June 30th to the line-up.

I would like to request the use of Rainbow Park 5/2/04 and Menomonee Park 8/7/04
and 8/8/04 and then again 10/9/04. I will be running three fishing tournaments these
weekends. We have run tournaments in Oshkosh at your parks the past several
years. I'm sure you could check with Tom Stephany as to the condition we left the
parks after our tournaments. We try to leave them as good or better than they were
when we arrive. We will have about 100 teams in the May event at Rainbow Park.
The August event we will have somewhere aroung 150 teams. The October event
we will have 25 teams. I have already talked to the Parks Dept. and got the permits
for these dates. I you need any additional information please let me know.

Dear Council Members:
On behalf of Action Wisconsin (the State Advocacy Group for GLBT
Concerns), I would like to request to use of Opera House Square on
Sunday, May 2, 2004, from 12:00 noon until 3:00 p.m., to hold a
peaceful rally on AJR66, a proposal now being considered by the State
of Wisconsin to change the State Constitution from recognizing
marriage as being between one man and one woman.
We will abide by all park restrictions and rules, and will obey all city
ordinances. We anticipate a very peaceful rally and would welcome any
assistance that you would deem necessary to protect all involved.

Dear Mr. Stephany,
The Oshkosh Jaycees would like to request permission to utilize South
Park, its facilities and surrounding city streets for the Children's Day
Parade. The Jaycees will be hosting this 72nd annual event on Sunday,
August 8th from 10 am to 6 pm.
The parade will assemble at 10:00 am in the Old Franklin school park
area at 6th Street and Idaho Avenue. The parade will then go eat on
West 6th Avenue to Ohio Street, and south on Ohio Street to West South
Park Avenue. We will then go west on South Park Avenue to Georgia
Street and North on Georgia Street to the South Park entrance.
I will be in contact with the Community Service Officer of the Oshkosh
Police Department to coordinate the intersection blocks, guards and park
coverage.
Proceeds from this, as well as all Oshkosh Jaycees' fund raising events
will go back into the community. Programs that benefit will include: Big
Brothers and Big Sisters, the Christine Anne Center, Boys and Girls Club
and the YMCA's Strong Kids program.

Council Members,
First English Lutheran Chumh will be holding their annual Sunday school church picnic on
Sunday June 6, 2004. In the past years we have had a section of Minnesota street
blocked off for the event. The section is between 10th street and 11th street. The hours
needed are noon through 3:00 p.m. Please consider closing the street off for us for the
church picnic.
