HomeMy WebLinkAbout04-33JANUARY 27, 2004 FEBRUARY 10, 2004 FIRST READING SECOND READING 04-23 04-33 ORDINANCE (CARRIED 6-o LOST LAID OVER WITHDRAWN ) PURPOSE: INITIATED BY: TRAFFIC REGULATIONS TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-23 (A- 11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS CHURCH AVENUE Delete Therefrom: No parking, both sides, from Main Street to Division Street. Add Thereto: No parking, south side, from Main Street to Division Street. No parking, north side, from Main Street to 45 feet west of Main Street. 90-minute parking, north side, from 45 feet west of Main Street to 104 feet west of Main Street, between the hours of 9:00 a.m. and 6:00 p.m. daily except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No parking, north side, from 104 feet west of Main Street to Division Street. WESTHAVEN DRIVE Delete Therefrom: No parking, both sides, from 9th Avenue to Witzel Avenue, Monday through Friday. Add Thereto: No parking, both sides, from 9th Avenue to Abbey Avenue, Monday through Friday. No parking, east side, from Abbey Avenue to Witzel Avenue. No parking, west side, from Abbey Avenue to 140 feet north of the Westhaven Bridge. No parking, west side, from 140 feet north of Westhaven Bridge to Witzel Avenue, Monday through Friday. SECTION 2. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage. MEMORANDUM Q/HKO/H ON THE WATER TO: FROM: DATE: RE: Richard Wollangk, City Manager Mark Huddleston, Transportation Director January 21,2004 Item Defeated by the Traffic Review Board at their January 13, 2004 Meeting REQUEST TO ALLOW PARKING ON THE EAST SIDE OF CENTRAL STREET FROM LINCOLN AVENUE TO SCOTT AVENUE DURING DECEMBER, JANUARY AND FEBRUARY. [CURRENT CONDITION: NO PARKING DURING DECEMBER, JANUARY AND FEBRUARY.] This is a request from a citizen on Central Street. There is currently a December, January and February parking restriction on the east side of Central Street. The width of Central Street is 28 feet, and the local street guidelines don't recommend a parking restriction unless requested by a majority of the property owners. The current parking restrictions were put in place in 1986 at the request of the residents. A citizen has requested the removal of the winter restriction, so he is able to purchase an overnight parking permit. I explained that the best way to change the existing parking restrictions is to present a petition with over 50% of the residents in favor of a change. If a petition isn't presented the following guidel!nes should be followed. Traffic exceeds 1,000 vehicles per day. 2. On-street parking exceeds 50% of available spaces. 3. Significant curves, hills or sight restrictions. The guidelines don't indicate the need for a parking restriction unless requested by the residents. DEFEATED BY TRAFFIC REVIEW BOARD (0-6)
