BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. OTTER STREET FISHEREE Request permission to grant approval to the Otter Street Fishing Club to utilize Menominee Park, Miller's Bay and facilities on Saturday, February 7, 2004, from 6:00 a.m. to 9:00 p.m., for the annual Otter Street Fisheree, in accordance with the attached letter of request. 3. RCL WALLEYE LEAGUE TOURNAMENT Request permission to grant approval to the RCL Walleye Circuit to utilize Menominee Park, Miller's Bay and facilities on Saturday and Sunday, July 10 and 11, 2004, from 6:00 a.m. to 9:00 p.m., for their Walleye Tournament, in accordance with the attached letter of request. 4. OSHKOSH REGATTA 2004 Request permission to grant approval to the Badger State Outboard Association to utilize Miller's Bay, Menominee Park and facilities on Saturday and Sunday, September 4 and 5, 2004, from 11:30 a.m. to 7:00 p.m., for their outboard motorboat races, in accordance with the attached letter of request. 5. HUMANE SOCIETY SHELTER TREK Request permission to grant approval to the Oshkosh Area Humane Society to utilize Menominee Park and facilities on Saturday, September 11,2004, from 8:00 a.m. to 1:00 p.m., for their annual Shelter Trek, in accordance with the attached letter of request. Oshkosh, WI 54901 RE: Request for permission and details of intended use of Menominee Park, Miller's Bay area, for the day of February 7, 2004, during the hours and according to the rules governing such use by the Department of Parks, Oshkosh, Wisconsin. Council Membersi With your permission, it is the intention of the Otter Street F~shmg Club to sponsor a Fisheree on the above mentioned date and place. This event will be under the general chairmanship of Club President, Scott Engel, 69 Lake Street. Oshkosh, Wisconsin, 54901 The Otter Street Fishing Club was formed in 1960 and incorporated under the laws of the State of Wisconsin on January 13, 1965, (INC. NO. 0-2568) as a non-profit organization. The club is dedicated to and bound by our by-laws to provide such services as are within our abilities to the people and in respect to save, convenient and enjoyable use of Lake Winnebago and to promote conservation of this resource. Among the services rendered by the club are: Providing access to the lake during the winter season, placing and maintaining bridges over the pressure cracks on the lake ice to assure save passage over these areas of hazard, and plowing roads on the lake ice to popular fishing areas. We also provide and maintain the signal light located at the OshkOSh Water Tfeatment Plant to aid in n~vigation on the lake during all seasons. NO fees are eve~ charged for these services. All proceeds, after expenses, from this or any other event held by the Otter Street Fishing Club are used to finance and expand upon these services. A tern will be provided to be used as a general headquarters and for the sale o££oodstuffs and fermented malt beverages. All roles and regulations governing the use of this facility and all park properties will be strictly adhered to. All permits required attendant to the use of the park have been applied for. Box 1130 Oshkosh, WI 54901 We are looking forward to our return to Lake Winnebago and as a follow up to our phone conversation with your office, we request permission to hold our Wisconsin division RCL Walleye League tournament at the Miller Bay / Menominee Park facility on July 10-11, 2004. As I explained when you and ! looked at the area, this is a two day event with the first day weigh-in at Miller Bay and the second day at Wal-Mart. After day one we cut to the top 15 for day two and would only start and check in 15 boats at Miller Bay on Sunday July 11, 2004. We do however, expect 125 boats for this toumament. WI 54903 January 10, 2004 Badger State Outboard Association would once again like permission to hold the Labor Day Weekend Boat Race event at Menomonee Park. Your support in the past has been greatly appreciated. Enclosed is the proposal for the 2004 race. We would like to hold the event again on Labor Day weekend 2004. Oan 12 O~ 01:21p p.2 Proposal for Oshkosh Regatta 2004 Badger State Outboard Association (BSOA) proposes a two-day event of outboard motorboat races at Oshkosh, WI (Miller's Bay) on Sept 4t~ and 5th, 2004. The event is sanctioned by APBA (American Power Boat Association) and shall consist of various classes and divisions of outboard race boats. The two,lay event will include testing of race boats from 11:30 am to 12:00 pm with racing starting after 12:00 pm until finished no later than 7:00pm. BADGER STATE SHALL BE RESPONSIBLE AS FOLLOWS: 1.To conduct the races and handle all race related duties, such as: A. Secure APBA Sanction and Insurance Liability coverage B. Selection of Officials C. Setting out and removing the course (buoys) D. All race equipment, such as buoys, anchom, rope, scales, flags, timing equipment, starting clock, communication radios, etc E. Handle all race entry income and disperse all expense and award monies. 2. A minimum of three (3) patrol and safety boats. BSOA will arrange for divers if required. 3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race Director or Referee is allowed. 4. Erecting a suitable P.A. system for race announcing and local advertisements. 5. Race event schedule - race schedule will be determined by the race committee after all entries are in. The water will be opened periodically for traffic if required. BSOA reserves right to cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive. 6. Coast Guard - BSOA will make the necessary arrangements with the Coast Guard on Federal waters. 7. Arrangements for ambulance to be at race by 11:30 am each morning and is expected to be on site until 7:00 pm, if necessary (unless local sponsor agrees to secure ambulance services). The ambulance is not to be on call for non-boat race usage and a second ambulance is to be available on 15 minutes notice if the first ambulance must leave with an injured driver. 8. BSOA is currently planning to provide food and beverage concessions. The organization may contract these services through local nonprofit community organizations. BSOA may work with a local nonprofit community organization to provide live musical entertainment after the races. PARK DEPARTMENT WILL BE RESPONSIBLE AS FOLLOWS: 1. BSOA will work with Park Department to secure all necessa~ park, river/lake, ramp etc. permits to allow event to happen. 2. Provide sufficient space to permit drivers to launch their boats and adjust their motors, including the race site. 3. Provide sufficient space for Judges Stand (approx. 120 sq fi ) and inspection at waters edge (approx. 40 sq ft) 4. Provide sufficient space for overnight accommodations for motorhomes, vans, cars and tenting. 5. Provide sufficient rest room facilities for spectator convenience. 6. Box 1130 Oshkosh, WI 54903 Dear Tom: I am writing to request the use of Menominee Park for the annual dog walk coordinated by the Oshkosh Area Humane Society, called Shelter Trek. The event is being scheduled for Saturday, September 11, ;2004 from 8:00 a.m. to 1:00 p.m. There are approximately 200 Oshkosh residents who participate in this annual event. This walk serves as a major fundraiser for our organization. In 2003, we were able to raise $18,000 to help support our programs and services. I am fully aware of the ordinance prohibiting dogs in our city parks; however I am requesting a special allowance for this one event. We would like to use the North side of the park for our walking trail and no pets would be allowed South of the boat launch parking lots. I have attached a copy of the 2003 registration form participants were required to complete. As you will notice, t have highlighted our Policies, which state that pets must be current on vaccinations, licensed, leashed and under control at all times. Also, owners must clean up after their pets and we do provide bags. Volunteers walk the path ensuring these policies are followed, but in the 10 years of conducting this event, we never once had someone disregard our policies. If we are allowed to use the park, we will also file a parade permit with the Police Department to utilize city sidewalks as wall.
