PURPOSE:
APPROVE GOOSE MANAGEMENT PLAN/GRANT APPLICATION
INITIATED BY: PARKS DEPARTMENT
WHEREAS, the population of "Giant" or Resident Canada Geese has increased to
an estimated 300-400 geese year round and to over 1,200 birds on a seasonal basis; and
WHEREAS, the City of Oshkosh has undertaken nonlethal techniques, under the
supervision of the United States Department of Agriculture -APHIS- Wildlife Services and
the State of Wisconsin Department of Natural Resources to reduce the goose population
and to reduce the health and safety hazards, and adverse economic impact caused by an
uncontrolled goose population; and
WHEREAS, the City has developed a goose management plan, endorsed by the
Parks Advisory Board, that includes securing a DNR Urban Wildlife Damage Abatement
and Control Grant that would enable the City to capture, process and donate for human
consumption about 275 birds;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh as follows, that:

The City of Oshkosh Canada Goose Management Plan for Menominee Park
is approved.
2)
The proper City officials are hereby authorized and directed to apply for an
Urban Wildlife Damage Abatement and Control Grant, to execute any and
all documents required by the Department of Natural Resources for these
purposes, and if said grant is awarded, to accept such funds, pursuant to the
terms of the grant application.
3)
The City of Oshkosh intends to carry out all proposed activities described
within said application and appoints Rod E. Brusius, parks operations
manager, or his designee, as the authorized representative for the project.
4)
Appropriate DNR and USDA employees are granted necessary and
appropriate access to inspect all planned operations as proposed in the
grant application.

The City of Oshkosh shall maintain appropriate records to document all
expenditures made during and for the Urban Wildlife Damage Abatement
and Control program, and shall submit to the Department a final report
describing all urban wildlife damage control program activities,
achievements, and problems, comparing the activities and objectives
proposed in the municipality's grant application.
6)
The City of Oshkosh shall endeavor to complete the control plan within one
(1) year of the date the grant was signed, or implement the approved project
within two (2) years of the date the grant was signed; otherwise, as indicated
in the grant program regulations, the Department may terminate the grant,
and the City shall repay the Department its grant money that was not spent
or that was inappropriately spent plus interest at 5% annually accrued within
three (3) years of the date the grant agreement was executed.
