HomeMy WebLinkAbout04-10 ATTMEMORANDUM Q/HKO/H ON THE WATER TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: January 7, 2004 RE: Items Defeated by the Traffic Review Board at their December 9, 2003 Meeting REQUEST FOR A YIELD SIGN ON MINERVA STREET, CLOVER STREET AND HAMILTON STREET AT THEIR INTERSECTION WITH PACKER AVENUE. [CURRENT CONDITION: NO CONTROL]. This is a request from two citizens. The warrants for a yield sign are shown below: 1) Three or more right angle accidents in a twelve month period. 2) 1,500 or more vehicles per day. 3) Inadequate sight distance. There has been one (1) reportable accident at Minerva Street and Packer Avenue in the last three years and none at the other intersections. The accident at Minerva Street and Packer Avenue involved westbound and southbound vehicles in a right angle type accident. The traffic volume at these intersections is approximately 1,000 vehicles per day. This level of traffic doesn't meet the required level for the installation of a yield sign. The required stopping distance for a vehicle traveling 25 mph is 120 feet. The intersections of Minerva Street and Clover Street with Packer Avenue have approximately 120 feet of sight distance. The intersection of Hamilton Street and Packer Avenue has a sight distance of 80 feet due to a large evergreen tree on the southeast corner. The intersection of Hamilton Street and Packer Avenue qualifies for a yield sign. The problem with these intersections is the width of Packer Avenue, which gives motorists on Packer Avenue the impression of being on a through street. The width of Packer Avenue is 48 feet. A second factor causing problems at these intersections is the extension of the streets to the north to serve new homes being built north of Packer Avenue. DEFEATED BY TRAFFIC REVIEW BOARD (0-6)
