CITY MANAGER'S REPORT 1. BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. SHRINER'S PARADE Request permission to grant approval to the Wisconsin Shriners to utilize city streets and facilities on Saturday, July 17, 2004, from 3:00 p.m. to 4:00 p.m., for the annual Wisconsin Shriners parade, in accordance with the attached letter of request. 3. ANTIQUE CAR SHOW Request permission to grant approval to the Central Wisconsin Auto Collectors to utilize South Park and facilities on Sunday, June 27, 2004, from 8:00 a.m. to 4:00 p.m., for their annual antique car show, in accordance with the attached letter of request. 4. CARDBOARD REGATTA Request permission to grant approval to Lutheran Homes of Oshkosh to utilize Menominee Park and facilities on Saturday, July 10, 2004, from 10:00 a.m. to 4:00 p.m., for their Cardboard Boat Race and Picnic, in accordance with the attached letter of request. 5. WATERFEST 2004 Request permission to grant approval to the Oshkosh Chamber of Commerce and Waterfest, Inc., to utilize Riverside Park and facilities every Thursday evening, from June 3 through September 2, 2004, and one Friday evening, on July 30, 2004, from 10:00 a.m. to 1:00 a.m., for the Waterfest Concert Series. In addition, I request permission to grant them approval to utilize the park every Wednesday in July (July 7, 14, 21, 28), 2004, for an additional series designed to be tied into the excitement of the new amphitheater. This is all in accordance with the attached letter of request. The parade will begin at 3:00 p.m. at the comer of Main Street and Irving Avenue and proceed south on Main Street, concluding at Ceape and Main. Last year we had our armual antique car show here and it was a great success. Our club is a non-profit orgarfizafion and this show will benefit the Boys and Girls club of Oshkosh. This year our show will be Sunday, Ju~ 27t~, 2004., 8:00am to 4:00pm. We will need to use the entire park and shelters. We will also rent the large shelter Sat. June 26t~. The following is a list of information you requested. 1. The Central Wisconsin Auto Collectors club has a Million dollar liability Insurance coverage through Richards Insurance, 2. The amount of collector cars expected for this event would be approximately 200 to 225 cars. We would need to park them on the grass. 3. We will have vendors selling crafts and parts. 4. We would need all the facilities available at the park. 5. We expect 400 to 450 spectators at this event through the course of the day. 6. Box 113_0 Oshkosh ~/I 54903 December 15, 2003 Dear Mr. Wollangk, I am writing to ask for your. help in setting up an activity that we would like to hold at Menominee Park next summer. Lutheran Homes of Oshkosh is a geriatric facility providing care and housing to the eldedy. We are governed by a board of directors which represents the affiliated congregations that gave us our charter. This event is an attempt to promote increased interaction between our organizat~n and our affiliated congregational members. It is also intended to provide the residents of our facilities with an opportunity for fun and fellowship. The event is a cardboard boat race anc~ picnic. The date is July 10, 2004 We would like to use Menominee park by the pavilion near the exit from the bay and next to the dock Sites. We wbuld like to use thedock sites for the launching of our boats. The race is at 12:00 and we Would like the pavilion from 10:00-4."00. At this point we don't know how many people will participate ~ince this is our first attempt to do this. We have 16 affiliatedcongregations and we hope to get at least 50% participation'. Additionally, we will be bringing residents from our nursing home and housing facilities to enjoy th~ picnic. I anticipate about 75 people with a max of 100. The majority of Our residents are in wheel chairs and we are limited in how many we can transport at any onetime._ I have attached the flyer we are p anr~ ng to use- it is written in a light hearted ma_nner to convey the general attitude we are seeking to promote. However, the rules will not be taken.lightly particularly regarding protecting the environment and assudng safety. Your help with this is greatly appreciated. Please let me know if there is anything more I can share with you to facilitate approval. Picnic follows. In case of rain we will Picnic at St. Andrew's. Goal: To have fun! Purpose: To promote fellowship and mutual enjoyment between the corporate churches of LHO and the residents of our (LHO) housing facilities. TheChallenge: Each participating group will build a boat out of cardboard and duct tape that will support a team of two rowers (minimum) who will race their boat around a designated course in Menominee Bay. The regatta winner will receive the adulation and acclaim appropriate to the achievement and all participants will be invited to share in a picnic celebration. Rules: 1. Each corporate church may sponsor as many entries as it wishes. It is suggested that vadous church groups might wish to construct their own boat, i.e. the youth group, the men's group, the choir etc. 2. Pre-registrations will receive a smiley face for their foresight- late registrations will be accepted and welcomed with the applause and acclaim appropriate to willing gladiators volunteering to challenge the lions. 3. Each boat must float. 4. Each boat must be built out of Cardboard (in any form) and Duct Tape only. 5. Paint may be used for decoration (and waterproofing). 6. Canoe paddles may be used to power the boat. 7. No other materials may be used - nothing- nada- zip. 8. Each boat must hold at least two rowers who will pilot and power the boat around the course. Boats holding more than two persons will receive the awe and admiration of spectators and competitors alike. 9. If you say it is a boat we will believe you. 10. There will be one race with all entries competing at the same time. 11. If you put it in the water you will be responsible for removing it from the water. 12. Life jackets will be required for each rower. Flares and fire extinguishers, shore to shore radios etc. will not be required. Valid boat registrations will not be required either. Following the race we will hoot and holler, dance and shout in celebration as we all move toward the potluck luncheon. Hot dogs and sodas will be provided as well as plates and napkins. You can bring side dishes or treats to share! Box 1130 Oshkosh, WI 54902-1130 Dear Mr. Wollangk: I would like to make a formal request, on the behalf of The Oshkosh Chamber of Commerce and Waterfest, Inc., for the use of Riverside Park for the Waterfest Concert Series. This year's series will run every Thursday night starting June 3rd, 2004 through September 2, 2004 with one Friday night concert on July 30, 2004 during EAA. The concerts will be held between the hours of 6:00 and 11:00 p.m. However, the park is requested on the aforementioned dates from approximately 10:00 a.m. the day of the show ti 1 00 am. the next morning for set-up an_d, tear down functions that occur: Th!S requeSi is ~6ds st~nt w!~ ~ur prev oUs 2003 and past years requests In addition, we Would like to reserve Wednesday, July 7, 14, 21 and 28, 2004 which would be an additional series designed to be tied in to the excitement of the new amphitheater.
