PURPOSE:
GRANT CONDITIONAL USE PERMITS; APPROVE FINAL
PLANNED DEVELOPMENTS:
(A) PACKER AVENUE, NORTH SIDE, ADJACENT TO 660 W.
PACKER AVENUE
(B) S. KOELLER STREET, ADJACENT TO 1300 S. KOELLER
STREET
INITIATED BY:
(A) KOEPPLER MANAGEMENT, PETITIONER
(B) IHOP REALITY CORP., PETITIONER
PLAN COMMISSION RECOMMENDATION: All approved with conditions
BE IT RESOLVED by the Common Council of the City of Oshkosh that
conditional use permits are hereby granted for the following properties under Section
30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with
conditions, if any, as noted for each respective property, and the Planned District
Overlay and final development plans, per the attached exhibits, are hereby approved.
A) Packer Avenue, North Side Adjacent to 600 W. Packer Avenue, Koeppler
Management, petitioner
A conditional use permit for a planned multiple family development for the construction
of three 2 story 6 unit apartment buildings and associated amenities, per the attached
"Exhibit A", with the following conditions:
1) The dumpster area accessory to the adjacent elder care facility be enclosed with
solid walls similar to that of the main facility. Enclosure shall be landscaped. Enclosure
and landscaping plan to be submitted to, and approved by, the Department of
Community Development.
2) Landscaping shall be provided on the adjacent elder care site between the
proposed land division's east property line and the elder care facility and parking area.
Landscaping to be approved by the Department of Community Development.
3) Driveway approaches to be flared to the maximum allowed by Ordinance.
B) Koeller Street, Adjacent to 1300 S. Koeller Street, IHOP Realty Corp.,
petitioner
A conditional use permit for a planned commercial development for the construction of a
restaurant and associated amenities, per the attached "Exhibit B", with the following
conditions:

1) A landscape plan be submitted to and approved by the Department of
Community Development prior to issuance of a building permit. A continuous
landscape border shall be provided along the entire length of both the Shopko and
proposed IHOP properties with Koeller Street frontage.
2) Exterior building elevations with regard to materials used shall be approved by
the Department of Community Development and may exhibit a combination of E.F.I.S.
and brick.
3) A cross access agreement and cross parking agreement be approved by the City
and filed with the Register of Deeds.
4) Trash enclosure area shall match construction materials used in the exterior
building.
5) The base standard modifications be granted to allow creation of a 38,862 square
foot lot, and to establish a parking space requirement of 417 spaces for the combined
Shopko/IHOP site.
