PURPOSE: GRANT CONDITIONAL USE PERMITS: (A) 3700 JACKSON STREET (B) 1415 ARMORY PLACE INITIATED BY: (A) OSHKOSH PANTRY 41 (B) STATE OF WISCONSIN, ARMY NATIONAL GUARD PLAN COMMISSION RECOMMENDATION: All found consistent with Standards set forth in Section 30-11 (D) of the Zoning Ordinance and approved w/conditions as noted BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted under Section 30-11 of the Oshkosh Zoning Ordinance for the following properties, and that said permits are granted with conditions, if any, as noted for each respective property. A) 3700 JACKSON STREET; Oshkosh Pantry 41, owner A conditional use permit for construction of a storage area addition and automatic car wash bay to an existing gas station/convenience store, per the attached revised "Exhibit A", with the following conditions: 1 2) 3) 4) 5) 6) 7) Access to the automatic bay shall be to direct traffic into the bay from the north and exit to the south. Trash enclosure shall be constructed of masonry type materials to be approved by the Department of Community Development. Trash enclosure shall be relocated to meet Ordinance setback requirements or Board of Appeals variances must be obtained. Parallel parking spaces must be made 22 feet in length. Four seasons screening must be added to the east property line to screen new parking spaces and proposed car wash addition. Board of Appeals variances be obtained for placement of the parking spaces along the east property line. A 5 ft. high solid fence be installed on the north property line. (B) 1415 ARMORY PLACE; State of Wisconsin, Army National Guard, owner A conditional use permit for construction and operation of an organizational maintenance shop, to include support facilities, per the attached "Exhibit B", with the following conditions: OCTOBER 22, 2002 02-387 RESOLUTION CONT'D (B) 2) 1415 ARMORY PLACE (cont'd) No outside storage of materials, parts, or junked vehicles and equipment. A landscape plan be submitted for the property with enhanced levels of screening provided to buffer the facility from the adjacent residential uses. Land be dedicated to provide a through connection of Armory Place to Osborn Avenue. Land be dedicated or easements provided to allow for construction of stormwater retention facilities in the northwest portion of the property. A master plan be developed for the property prior to any subsequent development occurring on the site.
