HomeMy WebLinkAboutMinutesPROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH~ WISCONSIN O../'HKO./'H ON THE WATER REGULAR MEETING held Tuesday, October 8, 2002 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Hintz presided. PRESENT: Council Members Paul Esslinger, Mark Harris, Shirley Mattox, William Castle, Jon Dell'Antonia, Frank Tower and Stephen Hintz. ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works Council Member Harris read the Invocation. The Pledge of Allegiance was led by Tah Hoffman and Liz Joanis from Merrill Middle School; and, Ben Sellers and Morgan Chapman from Merrill Elementary School. A proclamation was presented by Mayor Hintz declaring the week of October 12th -- 19th, 2002 as "Scouting for Food Week" in the City of Oshkosh. PUBLIC HEARINGS The Mayor ordered the following Public Hearings: Approve Final Resolution/Utilities/Grading & Graveling/Packer Avenue There were no appearances and the Public Hearing was CLOSED. Approve Final Resolution/Concrete Paving/Lake Butte Des Morts Drive There were no appearances and the Public Hearing was CLOSED. CONSENT AGENDA The minutes of the September 24, 2002 meeting were presented as written. The Report of the City Manager was read. The bills were presented in the amount of $3,006,825.59. Resolution 02-357 Award Bid/Sawyer Creek Pedestrian Trail (Phenco Inc., Neenah, $84,900.00) Jeff Schuttey, 1025 Devonshire Drive, expressed his concerns regarding the final plans for the trail. Mr. Jackson Kinney, Director of Community Development responded. Resolution 02-358 Authorize Submittal/Comprehensive Planning Grant Application Resolution 02-359 Grant Privilege in Street/Oshkosh Avenue Resolution 02-3(50 Accept Land/Sawyer Creek Area Resolution 02-361 Accept Easement/Sawyer Creek Pedestrian Trail Area/West of Oakwood Road/East of Sawyer Creek Resolution 02-362 Grant Conditional Use Permit/1825 S. Washburn Street Resolution 02-363 Amend Conditional Use Permit/Approve Revised Planned Development/Grant Privilege In Street Wisconsin Street Dennis Schwab, 601 Oregon Street, gave an explanation of the project and was present to answer questions of the Council. Council Member Mattox expressed her concerns regarding the safety of the ingress on Wisconsin Street and questioned if there would be speed bumps installed in the parking lot. Ken Bender, 806 Oak Street, stated his concerns regarding various issues. Gordon Doule, 1225 Summit Avenue, expressed his concerns on road rage in the city. Daniel Lynch, 310 S. Eagle Street, stated his concerns regarding underage smoking. Susan Hanson, 2344 Mount Vernon Street, stated her concerns regarding fluoride in the water. Dr. Valerie Zapolsky, 1449 Knapp Street, expressed her view on the positive side of fluoride. Proceedings of the Common Council-October 8, 2002 COUNCIL MEMBER STATEMENTS Council Member Mattox expressed her concerns regarding the size and height of signs along the highway. Mr. Wollangk responded. Mayor Hintz commended the auxiliary police for their hard work at various events in the community. He also explained there were loans available though the Homeowners Improvement Plan for Iow-income homeowners. Mr. Wollangk stated there would be a short presentation after the October 22, 2002 Council Meeting to demonstrate the new robotic cameras. There was no other business before the Council.
