[EXISTING CONDITION: 30 MPH SPEED LIMIT]. This is a request from a Boardmember. The City Transportation Department conducted a speed survey on Koeller Street between 20th Avenue and Highway 44 during August, 2002. The results are summarized below: SPEED SURVEY KOELLER STREET BETWEEN 20TM AVENUE AND HIGHWAY 44 AUGUST 2002 Direction Average Speed 85th Percentile Daily Traffic Volume Northbound 33.0 38.2 3,954 Southbound 28.6 34.1 4,506 The posted speed limit is 30 mph. The 85th percentile speed for southbound traffic is 34.1 mph. The 85th percentile speed is normally used to establish speed limits. It is assumed that 85% of all drivers will drive at a speed that is reasonable and prudent. In short, the 85th percentile speed is the collective judgement of what drivers feel is a safe speed. ! would normally reduce the 85th percentile speed by 5 mph to 7 mph due to enforcement issues to determine an appropriate speed. This method would indicate that a 25 mph speed limit would be appropriate for this section of Koeller Street. The traffic counts were taken on a Monday and higher volumes could be expected on weekends with the amount of retail businesses in the area. The higher traffic volumes would tend to lower the average speed limit because of increased turning movements. ! did a quick review of accidents on this section of Koeller Street and compared it with the area north of20th Avenue. There were eight (8) accidents south of 20th Avenue and ten (10) accidents north of 20th Avenue. The accident rates appear to be fairly typical for this type of roadway.
