HomeMy WebLinkAboutMinutesO../'HKO./'H ON THE WATER PROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH¢ WISCONSIN REGULAR MEETING held Wednesday, September 11, 2002 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Hintz presided. PRESENT: Council Members Paul Esslinger, Mark Harris, Shirley Mattox, Jon Dell'Antonia and Stephen Hintz. EXCUSED: Council Members Frank Tower and William Castle. ALSO PRESENT: Richard Wollangk, City Manager, Pam Ubrig, City Clerk, Lynn Lorenson, Assistant City Attorney and David Patek, Director of Public Works Mayor Hintz asked that everyone remember the families and victims involved in the tragedy of September 11, 2001. The Pledge of Allegiance was led by Michael Bean and Laken Paul from Green Meadow Elementary School. Mr. Wollangk led the group with the singing of "God Bless America". A moment of silence was observed for the September 11, 2001 tragedy. A proclamation was presented by Mayor Hintz declaring the week of September 8th -- 14th, 2002 as "Big Brother & Big Sister Week" in the City of Oshkosh. PUBLIC HEARINGS The Mayor ordered the following Public Hearings: Approve Zone Change/905-1007 Bay Shore Drive Attorney Russ Reft, 217 Ceape Avenue, representing Trident Properties explained the project and the need to re-zone. He stated he was present to answer questions of the Council. There were no other appearances and the Public Hearing was CLOSED. Proceedings of the Common Council-September 11, 2002 Final Resolution/Cold Mix Asphalt Overlay/Various Streets Carlton Musselman, 1616 Hickory Street, requested a hold on the cold mix overlay project, he stated he would like to see concrete instead. Jim Kinderman, 43 Eveline Street, questioned using cold mix overlay instead of hot mix overlay. Mr. Patek responded. There were no other appearances and the Public Hearing was CLOSED. Final Resolution/Concrete Sidewalk/Various Streets There were no appearances and the Public Hearing was CLOSED. CONSENT AGENDA The minutes of the August 27, 2002 meeting were presented as written. The Report of the City Manager was read. The bills were presented in the amount of $4,882,317.57. The Report of the City Clerk was read. Proceedings of the Common Council-September 11, 2002 Lisa Zieman, 1766 Maricopa Drive, President of the Winnebago Audobon Society, invited Council Members and the community to Sullivans Woods on September 21, 2002 from 1:00 p.m. to 4:00 p.m. for their 25th Anniversary celebration. Ken Bender, 806 Oak Street, expressed his concerns regarding excessive spending and increased taxes. He also stated the building inspectors need to be flexible and not excessive with their codes. Bill Hentz, 1312 Faust Avenue, questioned how street repairs for potholes were done and suggested using a small hand roller. Mr. Patek responded. Council Member Statements Council Member Esslinger expressed his concerns regarding election procedures and being able to cross over in the fall primary. Council Member Mattox encouraged citizens to attend Sullivans Woods and explained there were many other events taking place in the community regarding the University Fallfest. Council Member Dell'Antonia commented on citizens not needing a permit to do minor repairs around their house and being patient with city workers regarding brush pick-up. He also showed a picture of the Opera House Square and stated there was a dedication at noon on September 13, 2002. Whatever Else is Pertinent or for the Good of the City Mr. Wollangk explained there would be a workshop following the September 24, 2002 Council Meeting to meet with the consultant regarding the storm sewer utility.
