HomeMy WebLinkAboutMinutesO./HKQ/H ON THE WATER PROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH, WISCONSIN REGULAR MEETING held Tuesday, July 23, 2002 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Hintz presided. PRESENT: Council Members Shirley Mattox, William Castle, Jon Dell'Antonia, Frank Tower, Paul Esslinger, and Stephen Hintz EXCUSED: Council Member Mark Harris ALSO PRESENT: Richard Wollangk, City Manager, Penny Wolf, Deputy City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works Council Member Mattox read the Invocation. The Pledge of Allegiance was led by Council Member Mattox. A proclamation was presented by Mayor Hintz declaring August 23rd and 24th as "Forget Me Not Sale Days" in the City of Oshkosh. PUBLIC HEARINGS The Mayor ordered the following Public Hearings: Final Resolution/Asphalt Mill & Overlay (Washburn Street, Chestnut Street, Baldwin Avenue) Merle Tellock, 1706 Chestnut Street, felt his street was not in need of improvement, Bill Miller, 1626 Weyerhorse Creek Road, asked various questions regarding the overlay on Washburn Street, There were no other appearances and the Public Hearing was CLOSED, Final Resolution/Concrete Paving, Sidewalk & Utilities/Westhaven Bridge Approach Verna Zarling, 790 S, Westhaven Drive, expressed her concerns regarding the assessment on Westhaven Drive, She requested the assessment for her property to be removed, There were no other appearances and the Public Hearing was CLOSED. Proceedings of the Common Council- July 23, 2002 CONSENT AGENDA The minutes of the July 9, 2002 meeting were presented as written. The Report of the City Manager was read. Council Member Castle questioned if the street would open after the pier work was completed. Council Member Mattox expressed her concerns regarding truck traffic and the affect it would have on the residents in that neighborhood. The bills were presented in the amount of $4,504,704.54. The Report of the City Clerk was read. Resolution 02-262 Increase 2002 Hydrant Painting Contract Resolution 02-263 Award Bid/Public Works Contract No. 02-08/Westhaven Drive & Bridge Construction (Lunda Construction, Black River Falls, $491,212.27) Resolution 02-264 Final Resolution/Asphalt Mill & Overlay (Washburn Street, Chestnut Street, Baldwin Avenue) Mr. Patek answered the questions and concerns of the citizens who spoke at the Public Hearing. Council Member Mattox questioned the rating of Chestnut Street and the guarantee of the street improvement. Council Member Dell'Antonia questioned the utility work to be done on Chestnut Street. Resolution 02-265 Final Resolution/Concrete Paving, Sidewalk & Utilities/ Westhaven Bridge Approach Council Member Castle questioned how the assessments were arrived at. Council Member Dell'Antonia asked various questions regarding the bridge design. Mr. Wollangk responded. 2 Council Member Esslinger asked for consent of the Council to allow Ms. Zarling, Mr. Tellock and Mr. Miller to approach Council again if they had any additional comments or questions. Proceedings of the Common Council- July 23, 2002 Mr. Tellock approached Council with additional questions for staff. Mr. Miller urged Council not to do overlay in front of his property. Mr. Patek responded. Resolution 02-266 Determination of Necessity to Acquire Property for Right-of-Way Purposes/W. Packer Extension Resolution 02-267 Grant Conditional Use Permit/501 N. Main Street Jonathan Weerts, representing Compass Properties, Madison and Gretchen Fahler representing Kahler Slater Architects explained the proposed project plans and the need for the conditional use permit. They urged Council to support the resolution. Resolution 02-268 Approve Meg Agreement Resolution 02-269 Disallowance of Claim/Roeh Trucking Resolution 02-270 Approve Miscellaneous Licenses Fred Waterhouse, 974 Cosner Road, Wyoming, representing Bo Dudleys, stated he was present to answer questions and urged the Council to support the resolution. *Resolution 02-265 was removed for separate consideration. Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding mercury in the environment. 4 Steve Marks, 1308 Cedar Avenue, expressed his concerns regarding metropolitising the city. Council Member Statements Council Member Esslinger expressed his concerns regarding questions of citizens at public hearings not receiving answers to their questions during the public hearing portion of the meeting. He welcomed visitors of EAA. Proceedings of the Common Council- July 23, 2002 Council Member Mattox stated she was happy to see citizens having block parties and getting along with each other. She stated various artists would be at the opening of the Wagner Opera House on August 3, 2002. Council Member Dell'Antonia stated he was pleased that the Westhaven Bridge resolution passed and also with the progress of the downtown redevelopment areas. Mayor Hintz welcomed visitors to the EAA and invited citizens to attend the Mayor's Breakfast. He also addressed various procedures of the council meeting. Whatever Else is Pertinent or for the Good of The City Mr. Wollangk explained September 10th was Election Day so Council would meet on Wednesday, September 11, 2002. MOTION: CARRIED: CONVENE INTO CLOSED SESSION FOLLOWING THE ADJOURNMENT OF THIS MEETING TO CONFER WITH LEGAL COUNSEL CONCERNING PETITION TO INCORPORATE A PORTION OF THE TOWN OF ALGOMA PURSUANT TO SECTION 19.85(1)(g) OF THE WISCONSIN STATE STATUTES.
