Review proposed road layout of Waugoo Avenue from north Main Street to Mill Street. This section of Waugoo Avenue is being reconstructed in 2024. The new road surface is planned at 30’ (curb face to curb face) from Court Steet to Mill Street. The road surface is currently 34’ from Court Street to the railroad tracks, and 32’ from the railroad tracks to Mill Street. Currently, there is parking allowed on the north side of the road only in this span and the city is planning to keep that layout the same. There would be two 11-foot drive lanes and an 8 foot parking lane on the north side of the road. From N. Main Street to Court Street, the road is proposed at 40-feet from curb face to curb face. The road is currently approximately 39’ from N. Main Street to State and 37’ east of State necking down to 34’. The planned layout in this section is two 12-foot drive lanes with 8-feet of parking on each side of the road. No parking regulations are planned to be changed and Waugoo Avenue is not part of the city’s Bike and Pedestrian Plan. Therefore; there is no action or notice planned on this item as I just wanted to make the committee aware. Disclaimer - The Transportation Committee does not have jurisdiction regarding special assessments on street construction projects. Citizen’s with concerns over potential special assessments should reach out to the Public Works Department at 920-236-5065 or via email at DPW@ci.oshkosh.wi.us. Citizen’s may also speak during the Citizen’s Statements section of any Common Council meeting and will have an opportunity to directly address the special assessment topic with the Common Council during the public hearing, which will be scheduled at a later date. Properties impacted by potential special assessments will receive notices informing them when the public hearing has been scheduled. 2. A request for no parking on the south side of Short Avenue from Spruce Street to Walnut Street (citizen request). (Nick Schroeder 920-744-9252) A citizen reported that he and his neighbors are having ongoing issues with vehicles parking too close to their driveways (state statuted prohibits parking within 4’ of a driveway), parking overnight and 2 | P a g e restricting travel on the road by parking on both sides of the road. The road is 26’ wide which could possibly support parking if there was low demand and it was mostly on one side. However; with cars parked on both sides only 10’ of space is left for 2-way vehicular traffic. I did talk to the Police Department and they have begun patrolling and ticketing vehicles violating overnight parking and driveway clearance regulations. There are many rentals in the area so it is likely there is high occupancy turnover in the area. I recommend approval. Staff Statements – As a follow-up to the Wisconsin Street discussion at the October meeting and the concern expressed for children crossing at the intersection of Congress Avenue by the Committee, Neighborhood Association and residents, we did install signage and paint a crosswalk on the north side of the intersection to alert motorists to the potential of pedestrians and to assist students and all pedestrians crossing Wisconsin Street. There is currently a painted crosswalk and RRFBs (Rectangular Rapidly Flashing Beacons) at the intersection of Congress and Jackson. This crosswalk will assist students continuing west of Congress Avenue as there are some students that are crossing at this location. We have LED illuminated stop signs ordered to replace the regular stop signs at this intersection. The Transit Development Planning Process is just passed the halfway point. Three stakeholder meetings have been held with two more planned. The next meeting will be early next year and recommendations will be presented.
