PROCEEDINGS OF THE COMMON COUNCIL
ClTY OF OSHKOSH¢ WISCONSIN
REGULAR MEETING held Tuesday, June 25, 2002 at 6:00 p.m. in the Council Chambers,
City Hall.
Mayor Hintz presided.
PRESENT: Council Members Frank Tower, Paul Esslinger, Mark L. Harris, Shirley Mattox,
William Castle, Jon Dell'Antonia and Stephen Hintz
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Lynn
Lorenson, Assistant City Attorney and David Patek, Director of Public Works
Council Member Esslinger read the Invocation.
The Pledge of Allegiance was led by Council Member Esslinger.
LICENSE HEARING
Resolution 02-221 Approve Combination "Class B" LicenseNoodoo Room/Taggart

Thomas Taggart, license holder was sworn in by the City Clerk.
Mr. Taggart, 613 E. New York Avenue, explained his reasons for holding the license and
what type of club he plans to open.
Council Member Dell'Antonia expressed his concerns that the license was held for the
past two years with no activity.

Council Member Esslinger questioned if the time frame would be a reasonable for more
definite plans regarding the use of the license.
Council Member Castle questioned whether a building could be identified in six months for
the license.
Council Member Mattox questioned if Mr. Taggart had a vision of what he was looking to
do.
The Mayor declared the License Hearing CLOSED.
Council Member Castle questioned if the motion was to grant the license for one year.
Mr. Wollangk responded.
Council Member Dell'Antonia expressed his concerns regarding the license being held for
two years and no plans in progress.
Council Member Esslinger felt the license should be approved at this time but stated it
should be reviewed in six months for progress.
Mayor Hintz stated he would support granting the license with the stipulation to be
reviewed in six month.
Council Member Harris questioned what the standards for revocation would be if the
license was approved.
Ms. Lorenson, Assisstant City Attorney responded.
Council Member Dell'Antonia indicated if Mr. Taggert indeed had a letter from the city
stating he had four years to hold the license, he should bring it forward.
Council Member Harris stated he would support the granting of the license if the license
would be reviewed in six months.
PUBLIC HEARING
The Mayor ordered the following Public Hearing:

Jeff Wilderman, 1710 Algoma Boulevard, questioned the special assessments for Algoma
Boulevard.

Mr. Wollangk and Mr. Patek responded.
Milo Miller, 1703 Algoma Boulevard, expressed his concerns regarding the funding of the
project and his concerns with the sealing of the street.
There were no other appearances and the Public Hearing was CLOSED.
CONSENT AGENDA
The minutes of the June 11, 2002 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $8,551,199.79.
The Report of the City Clerk was read.

Council Member Mattox questioned if the fiber optic being installed would affect the
landscaping and if the properties would be stored to the condition they were in prior to
installation.
Mr. Wollangk responded.

Council Member Castle questioned how the sewer size to be installed was determined.
Council Member Mattox asked various questions regarding the notification to residents for
these types of projects.
Council Member Harris expressed his concerns regarding the responsibility for the
payment of assessments regardless if the joints were sealed or not.
Mayor Hintz questioned why the project was not put on hold after state funding fell
through. He also questioned why the citizens would be responsible for sanitary hookups.
Mr. Wollangk and Mr. Patek responded.
Council Member Dell'Antonia explained that the cost of the sewer was covered within the
project but that residents would be responsible for the payment of the laterals connected
to their homes.

Resolution 02-237 Approve AppointmentsNarious Boards
Cheryl Hentz, 701 Frederick Street, addressed a recent article in the local paper
regarding her appointment on the Board of Zoning Appeals. She thanked the Council,
staff and community for their support.
Council Member Esslinger thanked Ms. Hentz for coming forward and explaining the
situation. He stated he would support her appointment.
Council Member Mattox stated Ms. Hentz had done a good job and encouraged others in
the area to serve their community.
Council Member Castle encouraged citizens in the community to serve on the various
boards.
*Resolution 02-238B and 02-238C were removed for separate consideration.
*With Council consent, Resolution 02-238 was separated in A, B & C; part A being all
licenses except Special Class "B" Licenses for Oshkosh Chamber & Oshkosh Jaycees;

CITIZEN STATEMENTS
Ken Bender, 806 Oak Street, apologized for the incorrect information he stated at the
previous Council meeting. He also expressed his concerns regarding citizens that apply
to various boards but never get appointed.
COUNCIL MEMBER STATEMENTS
Council Member Esslinger explained where the robotic cameras would be used that were
purchased for Channel 10. He thanked the staff of Channel 10 for their hard work.
Council Member Mattox encouraged citizens to complete the public participation survey
located in the local newspaper, on the website and at the Public Library. She expressed
her concerns regarding mercury thermometers and explained that the Health Department
had a grant to help replace said thermometers. She stated that there were classic movies
being shown at the Grand Opera House on Friday nights, and that the gallery walk would
be held on Saturday.
Council Member Dell'Antonia encouraged citizens of the community to watch the
redevelopment on Marion Road.
Council Member Harris expressed his concerns regarding a scam with home equity loans
and asked citizens to be aware of all terms of their loan.
There was no other business before the Council.
