1. 2024 PROPERTY REVALUATION APPROACHING: The Assessment Services Division is
preparing for a 2024 revaluation of all taxable residential and commercial property in the City
of Oshkosh. We are proud to be administering this process with efficiency and fairness at the
forefront. The last full revaluation was completed in 2017, so staff is working on a public
information campaign to educate property owners about the upcoming revaluation and what
changes they may see with their assessments based on current market values. As a reminder,
the tax rate (also known as mill rate) is comprised of the tax rates of the four taxing
jurisdictions: the City of Oshkosh, Winnebago County, the Oshkosh Area School District, and
the Fox Valley Technical College. Keep an eye out for an updated Assessor’s webpage which
will be released in the near future! Property owners with questions about the assessment
process or the revaluation are encouraged to contact City Assessor Jodi St. Charles at (920) 236-
5070 or assessor@ci.oshkosh.wi.us.
2. CITY CLERK’S OFFICE CLOSED FOR TRAINING ON NOVEMBER 10TH: The City of
Oshkosh City Clerk’s office will be closed to the public next Friday, November 10, 2023, from
8:00 AM to 4:30 AM for in-service training. Please schedule transactions on days other than
November 10th. The City Clerk’s staff will be available to assist customers during regular
business hours from Monday, November 6th through Thursday, November 9th. The City Clerk’s
office will reopen as usual on Monday, November 13th for regular business hours, 8:00 AM to
4:30 PM.
The City Clerk’s Department appreciates customers’ cooperation and understanding during
this brief period of closure. The timing of the training was selected to minimize disruption to
normal service, and will allow the City Clerk’s staff to provide improved service during

3. OPD WELCOMES NEW OFFICERS AND REPORT PROCESSOR: On Tuesday, October 24,
2023, during a Police and Fire Commission meeting, the Oshkosh Police Department celebrated
the hiring of Police Cadets Daniel Rucinski, Maggie Steele, and Jonathan Ehley to the position
of patrol officer. They joined the Oshkosh Police Department as cadets on June 5, 2023 and
completed their Wisconsin Law Enforcement Certification on October 13, 2023 through Fox
Valley Technical College. Congratulations and welcome to the OPD Team!
• Daniel Rucinski is originally from Oshkosh. He earned his bachelor's degree in criminal
justice in May 2023 from the University of Wisconsin – Oshkosh. Prior to becoming a
police officer, Daniel was employed by a moving company in Milwaukee and
completed an internship with the Mequon Police Department.
• Maggie Steele is originally from Appleton, Wisconsin. In April 2019, Maggie enlisted in
the Army National Guard, where she continues to actively serve as a military police
officer. She earned an associate degree in criminal justice in December 2022 from Fox
Valley Technical College. Prior to becoming a police officer, Maggie was employed by
Fox Valley Technical College as a security officer.
• Jonathan Ehley is originally from Horicon, Wisconsin. Jonathan served in the United
States Marine Corps from 2018 – 2022, serving primarily in Okinawa, Japan. Jonathan
completed the Fox Valley Technical College Jail Academy in November 2022. Prior to
becoming a police officer, Jonathan worked as a correctional officer with the
Washington County Sheriff’s Office.
In additional to the hiring of these officers, the Oshkosh Police Department welcomed Sierra
Dettman to the position of part-time report processor on Monday, October 23, 2023. The
Department also welcomed new Community Service Officer Benjamin Boelter on Wednesday,
November 1, 2023. Congratulations and welcome to the OPD Team!
• Sierra Dettman currently resides in Oshkosh. She is attending the University of
Wisconsin – Oshkosh, where she is studying economics. Prior to her employment with
the Oshkosh Police Department, Sierra worked at See Spot Run on 21.
• Benjamin Boelter is originally from Oshkosh, graduating in 2021 from Oshkosh North
High School. He is enrolled at Fox Valley Technical College in the criminal justice
program. Prior to becoming a community service officer, Benjamin was employed
seasonally with the Oshkosh Parks Department.

5. MINUTES FOR BOARDS AND COMMISSIONS: All meeting minutes are uploaded to the

6. LOOKING AHEAD: Among the meetings I have scheduled for the week of November 6th
include: on Monday at 10:00 AM, I will meet with Community Development Director Kelly
Nieforth and Greater Oshkosh Healthy Neighborhoods, Inc. (GO-HNI) to discuss funding for
the upcoming year. On Tuesday at 10:00 AM, I am meeting with a student regarding the future
of public service; at 2:00 PM, I will meet with staff regarding utility project on the Clairville
Road/20th Avenue area. On Thursday at 7:30 AM, I will attend the Greater Oshkosh Economic
Development Corporation (GO-EDC) Executive Committee meeting. I will be out of the office
beginning Thursday afternoon and through Friday. If you have any questions about my
