HomeMy WebLinkAboutMinutesO../'HKO./'H ON THE WATER PROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH¢ WISCONSIN REGULAR MEETING held Tuesday, April 23, 2002 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Hintz presided. PRESENT: Council Members Shirley Mattox, William Castle, Jon Dell'Antonia, Frank Tower, Paul Esslinger, Mark Harris and Stephen Hintz. ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works Council Member Mattox read the Invocation. The Pledge of Allegiance was led by Megan Saari and Brittany Edge from Emmeline Cook Elementary School; and, Tony Phillips and Justin Phillips from Oaklawn Elementary School. A proclamation was presented by Mayor Hintz declaring May 2, 2002 as "National Day of Prayer in Oshkosh". A proclamation was presented by Mayor Hintz declaring May 11, 2002 as "Oshkosh Letter Carriers Food Drive Day" in the City of Oshkosh. A proclamation was presented by Mayor Hintz declaring April 28, 2002 as "Workers Memorial Day" in the City of Oshkosh. CONSENT AGENDA The minutes of the April 9 and 16, 2002 meetings were presented as written. The Report of the City Manager was read. The bills were presented in the amount of $12,984,901.55. The Report of the City Clerk was read. Resolution 02-129 Authorize Participation in Wisconsin Home Rental Rehab Program PROCEEDINGS OF THE OSHKOSH COMMON COUNCIL -- APRIL 2;3, 2002 Ken Bender, 806 Oak Street, expressed his concerns regarding the length of time for rehabilitating various areas and how taxes would affect the businesses. Council Member Dell'Antonia explained the participation in federal funding. Council Member Esslinger questioned the procedure for inhabiting a structure after five years. Susan Kemplinger, Principal Planner, responded. He asked Council to support the zone change and was there to answer any questions of the Council. ACTION TAKEN ON ORDINANCES AND RESOLUTIONS Ordinance 02-140 Zone Change/1904-1934 Algoma Boulevard/1917 Hamilton Street & 2004 Columbia Avenue MOTION: CARRIED: ADOPT (Dell'Antonia; second, Esslinger) Ayes (7) Mattox, Castle, Dell'Antonia, Tower, Esslinger, Harris, Hintz Ordinance 02-141 Amend Health Department Fees MOTION: CARRIED: ADOPT (Dell'Antonia: second, Tower) Ayes (7) Mattox, Castle, Dell'Antonia, Tower, Esslinger, Harris, Hintz Ordinance 02-142 Approve Traffic Regulations FIRST READING; LAID OVER UNDER THE RULES Resolution 02-143 Grant Conditional Use Permits/Approve Final Planned Development/2247 Ryf Road MOTION: ADOPT (Dell'Antonia; second, Esslinger) CARRIED: Ayes (6) Mattox, Dell'Antonia, Tower, Esslinger, Harris, Hintz; Present (1) Castle PROCEEDINGS OF THE OSHKOSH COMMON COUNCIL -- APRIL 2,3, 2002 Resolution 02-144 Award Bid/Ornamental Lighting Fixtures/Opera House Square (Jamar Electric, Pewaukee, $50,274.50) MOTION: ADOPT (Dell'Antonia; second, Esslinger) CARRIED: Ayes (6) Mattox, Castle, Dell'Antonia, Tower, Harris, Hintz; Noes (1) Esslinger Council Member Esslinger expressed his concerns regarding the lights. He felt the lights were not necessary at this time and stated he would not support the resolution. Council Member Mattox questioned if the lights being replaced would be used in another location in the city. Council Member Harris questioned the cost of maintenance and if there would be a savings between the two styles. Mr. Wollangk responded. Council Member Esslinger questioned the cost of new lights verses the cost of maintaining the current lights. Council Member Dell'Antonia explained the cost of lights for Opera House Square. CITIZEN STATEMENTS Ken Bender, 806 Oak Street, expressed his concerns regarding insurance rates for retired city employees. He also expressed his concern with rising taxes and asked Council to be more conservative when spending. Robert Cornell, 548 W. Smith Avenue, complimented the Clerks Office regarding his experience with absentee voting at the April Election. Kim Schwab, 113-A W. 18th Avenue, expressed her concerns regarding the staffing of lifeguards at Menominee Park. Mr. Wollangk responded. Dee Durkee, 1416 Beech Street, stated that the city staff and Council work for the 4 citizens of the community and that citizen comments should be respected. PROCEEDINGS OF THE OSHKOSH COMMON COUNCIL -- APRIL 2;3, 2002 COUNCIL MEMBER STATEMENTS Council Member Esslinger thanked the Manske's for informing him of a boating problem at Menominee Park. He stated that the City Manager and non-represented employees wages be reviewed at the same time. Council Member Tower thanked the community for their support and patience. He also challenged the citizens of Oshkosh to get out and vote to improve the voter turn out percentage. Council Member Mattox stated Arbor Day was coming up and urged parents to help their children plant trees. She also asked citizens to be aware of the noise they make outside and be considerate of others. There was no other business before the Council.
