PROCEEDINGS OF THE COMMON COUNCIL
ClTY OF OSHKOSH¢ WISCONSIN
REGULAR MEETING held Tuesday, April 9, 2002 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Dell'Antonia presided.
PRESENT: Council Members Melanie Bloechl, Stephen Hintz, William Castle, Mark
Harris, Paul Esslinger and Jon Dell'Antonia
EXCUSED: Council Member Shirley Mattox
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Bloechl read the Invocation.
The Pledge of Allegiance was led by Kaitlyn Spanbauer and Elizabeth Mueller from St.
Elizabeth Seaton School; and, Luke Kaspar and Lucas Nieman from Grace Lutheran
School.
PUBLIC HEARING
The Mayor ordered the following Public Hearing:
Zone Change/1904-1934 Algoma Boulevard, 1917 Hamilton Street 8,
2004 Columbia Avenue
There were no appearances and the Public Hearing was CLOSED.
CONSENT AGENDA
The minutes of the March 26, 2002 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $2,610,484.73.
The Report of the City Clerk was read.
Resolution 02-116 Initial Resolution/Concrete Paving on Michigan Street

Resolution 02-117 Award Bid/Opera House Square Reconstruction (Sommers
Construction, Shiocton, $419,997.50)
Council Member Bloechl asked various questions regarding the project.
Mr. Wollangk responded.
Mayor Dell'Antonia stated the project was costly but felt it needed to be completed.
stated he would support the resolution.
Resolution 02-118 Award Bid/Mower for Parks Department (Horst Distributing,
Chilton, $57,967.91 )
Resolution 02-119 Award Contract/Oshkosh to Neenah Route (Kobussen Buses,
Neenah, $.98 per mile)

PUBLIC AGENDA DISCUSSION
Ordinance 02-125 Amend Health Department Fees
Robert Kuwaja, 504 W. Nevada Avenue, urged Council to support the ordinance.
Resolution 02-127 Grant Conditional Use Permit/1301 Knapp Street
Renee Reinke, 922 Concordia Avenue, expressed her concerns regarding the
Conditional Use Permit and urged Council not to support the resolution.

Hugh Carver, 1261 Merritt Avenue, stated his concerns for the surrounding area.
Lionel Brooks, 1110 Knapp Street, expressed his concerns with truck traffic in the area.
Gene Vandermer, 475 West Highland Park, Appleton, representing MCC, Inc., stated
that the plant was Iow profile and very quite. He also stated that the plant was state of
the art and portable.
Todd Brockman, 386 Vanderloop Street, Kaukauna, representing MCC, Inc. explained
the stock piles would be Iow.
Council Member Castle questioned what the internal truck route would be.
Steve Smith, 1301 Knapp Street, Plant Manager at the quarry explained the traffic
route.
Council Member Bloechl questioned why James Capes & Sons had a batch plant in the
quarry.
Mr. Wollangk and Mr. Kraft responded.
Betty Brooks, 1110 Knapp Street, questioned the hours of the operation.
Tim Todd, 5713 Rawson Avenue, Franklin, representing Vulcan Materials, explained
the business activities and reduction of truck traffic on city streets.
Resolution 02-128 Approve Salary/City Manager
Steve Bender, 810 Hawk Street, reflected on the City Managers job and felt at this time
it would be appropriate to freeze the salary.
Ken Bender, 806 Oak Street, stated his concerns with the salary increase.
Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding the increase and
felt there should not be an increase at this time.
Gordon Doule, 1225 Summit Avenue, stated that the City Manager was doing a
good job but at this time his wage should be frozen.
Council Member Esslinger felt that the City Manager was doing a fine job but at this
time could not support the wage increase.
Council Member Bloechl expressed her concerns regarding budget cuts and felt that a
wage freeze was appropriate at this time.

Mr. Kraft responded.
Council Member Hintz stated his support for the salary increase.
Council Member Harris felt that the raise was modest.
Mayor Dell'Antonia felt it was unfair to single out the City Manager from the non-
represented employees that received their raises and stated he would support the
resolution.

Council Member Harris stated the ordinance should be laid over to give the Parks
Board a chance to review the change.
Council Member Bloechl expressed her concerns regarding the layover.
Council Member Castle stated he would not support the layover and felt there was no
need to change the ordinance.

CITIZEN STATEMENTS
Ken Bender, 806 Oak Street, expressed his concerns regarding the sign ordinance.
Don Lillibridge, 1367 W. 18th Avenue, stated his concerns with the area on Jackson
Street near the bridge. He also commented on various items regarding the budget and
the green space along the river.
Renee Reinke, 922 Concordia Avenue, thanked Council Member Bloechl for her years
of service.
Hugh Carver, 1261 Merritt Avenue, felt Council Member Bloechl had worked hard for
the community and would be missed.
Gordon Doule, 1225 Summit Avenue, thanked Council Member Bloechl for her years of
service and stated his concerns with road rage.

Terry Wohler, 1357 Ceape Street, stated his appreciation of Council Member Bloechl's
years of service.
Robert Kujawa, 504 W. Nevada Avenue, thanked Council Member Bloechl for her
years of service. He expressed his concerns regarding the state budget cuts. He also
felt that the title of Mayor should be changed to Council President.
Steve Bender, 810 Hawk Street, thanked Council Member Bloechl for her integrity and
years of service.
COUNCIL MEMBER STATEMENTS
Council Member Esslinger congratulated Council Member Hintz and Mr. Tower. He
thanked Council Member Bloechl for her years of service.
Council Member Bloechl thanked her fellow Council Members and staff for their hard
work over the years. She also thanked the citizens for their patience and trust over the
years.
WHATEVER ELSE IS PERTINENT OR FOR THE GOOD OF THE CITY
Mr. Wollangk reminded Council there would be an organizational meeting on April 16,
2002 at noon. He also stated it had been a privilege to participate in the Madison
Board of Regents.
There was no other business before the Council.
