Subject: North Industrial Park-- Railroad Spur Via in-house mail, I am sending to each of you for your files a set of agreements between the Soo Line Railroad and the City concerning the railroad spur in the North Industrial Park. The City secured UDAG to build the extension of track off of the main line to serve Banner Packaging and Wisconsin Industrial Shipping Supplies, Inc., now known as Pacur. The first agreement in 1979 requires the railroad to own and maintain the lead track between the main line and a 14-foot clearance point (position B on the map attached to the above- referenced materials) The City owns and maintains the 1,500 +/-foot long spur between the clearance point and the end of the spur,west of the Moser Street crossing (between positions B and C on the map). A May 5, 1980 agreement permits Banner to own and maintain the extension into its facility(between positions D and E). A May 28, 1980 agreement allows Pacur to own and maintain the extension from the crossing into its facility(between positions F and G). Today, the main spur runs along the southern property line of Northern Wisconsin Warehousing, 3600 Moser. There are now two more extensions off the main spur which serve Banner Packaging, 3550 Moser, but so far I have not found any agreements with Banner to permit these additional switches; perhaps the clerk's office can locate these as well. There is stili the extension of the main spur,west of the Moser Street crossing, to serve Pacur, 3555 Moser. Tom Rogers,from Canadian National Railroad, met with me this afternoon. [CN is the successor to Wisconsin Central, LTD., which purchased the Soo Line from bankruptcy] He indicates that Brenda of Banner Packaging said the company maintains the spur from about 100 feet after the switch to the point where the last switch and extension leads into its building. [However, a city contractor replaced ties last fall from the position B switch through the curve.] Pacur maintains � the extension from the crossing into its facility. He looks to the City to maintain the Moser Street crossing and the track about 200 feet east of the crossing. As the CN inspector he will report his findings in writing to the City and will send them to Dave, as director of Public Works. The track remains in good condition for the Class 1 service provided to the industries. He will recommend that the City consider adding ties to keep the gauge in place in the straight-away section leading to the Moser crossing. �As a side note, Dave, he suggested that we consider having the contractor re-set some of the ties. Normal gauge is 56.5 feet and some of them through the curve are as wide as 57.5, which is reaching the outer limits of federal "leeway." 58 feet is out of service, he added.] In the final analysis, Dave will be the contact person between the City and the railroad for this spur/extension.
