REQUEST FOR A 25 MPH SPEED LIMIT ON NORTH MAIN STREET FROM NEW
YORK AVEUE TO MURDOCK AVENUE. [CURRENT CONDITION: 30 MPH SPEED
LIMIT].
This is a request from a citizen.
The City Transportation Department conducted a speed survey on Main Street between New
York Avenue and Murdock Avenue during January, 2002. The results are summarized
below:

The posted speed limit is 30 mph. The 85th percentile speed is 34.8 mph. The 85th percentile
speed is normally used to establish speed limits. It is assumed that 85% of all drivers will
drive at a speed limit that is reasonable and prudent. In short, the 85th percentile speed is the
collective judgement of what drivers feel is a safe speed. ! would normally reduce the 85th
percentile speed by 5 to 7 mph due to enforcement issues to determine an appropriate speed.
This method would indicate that a posted speed of 30 mph is appropriate for this section of
Main Street.
This section of Main Street is 38 feet wide and the accident rate is within normal levels for
this type of roadway.

This is a request from a citizen.
The principle function of a traffic signal is to permit crossing streams of traffic to share the
same intersection by means of time separation. Therefore, the major criterion for traffic

signals is the volume of traffic entering the intersection. The need for a traffic signal at any
particular location must be carefully evaluated in relation to the established warrants.

An intersection qualifies under this warrant if it exceeds the required traffic volumes for at
least eight (8) hours on the major and minor street.

The accident history at this intersection is excellent and the removal of the traffic signal
shouldn't create a hazardous situation.
The impact of removing the traffic signal at Bowen Street and New York Avenue will be
minimal. There may be a slight increase in speed, but cross traffic on New York Avenue
should not experience any significant delay. The traffic volumes on New York Avenue do not
warrant a traffic signal, but those motorists will need to wait for gaps in traffic on Bowen
Street to cross or turn onto Bowen Street
