PROCEEDINGS OF THE COMMON COUNCIL
ClTY OF OSHKOSH~ WISCONSIN
REGULAR MEETING held Tuesday, February 12, 2002 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Dell'Antonia presided.
PRESENT: Council Members Shirley Mattox, William Castle, Mark Harris, Paul
Esslinger, Melanie Bloechl, Stephen Hintz, and Jon Dell'Antonia
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Mattox read the Invocation.
The Pledge of Allegiance was led by Bridgette Pommerening and Alyssa Manion from
Oakwood Elementary School; and, Alyssa Lenz and Ryan Gardner from Jacob Shapiro
Elementary School.
CONSENT AGENDA
The minutes of the January 22, 2002 and February 5, 2002 meetings were presented
as written.
The Report of the City Manager was read.
Council Member Castle questioned the location of Founders Square.
Mr. Wollangk responded.
The bills were presented in the amount of $14,353,331.30.
The Report of the City Clerk was read.
Resolution 02-38 Grant Conditional Use Permit/2187 W. 9th Avenue
Steve Lichtwald, 2189 W. 9th Avenue, explained that he was there on his fathers
behalf to answer questions of the Council.

Resolution 02-41 Authorize $11,225,000 General Obligation Corporate Purpose
Bonds, Series 2002-A
Ken Bender, 806 Oak Street, expressed his concerns regarding the present and future
improvements of TIF districts.
Jim Keskinen, 1033 Arthur Avenue, felt that government should not be involved in real
estate with regards to TIF districts.

Jim Keskinen, 1033 Arthur Avenue, stated his concerns regarding the projects.
Council Member Bloechl stated her concerns with bond financing TIF districts.
She questioned the different rates for the bonds.
Mr. Wollangk responded.

Ken Bender, 806 Oak Street, stated his concerns with collection procedures.
Council Member Esslinger stated the delinquent accounts were formally off the
books but that collections would still be attempted.

Resolution 02-51 Approve Fund Transfer
Council Member Bloechl stated her concerns with the delinquent accounts, and
asked various questions regarding the fund transfers.
Mayor Dell'Antonia questioned older account policies.
Mr. Wollangk and Mr. Nokes responded.

Mr. Wollangk explained that the money could be used for other projects but
the dollar amount could not be changed.
Council Member Esslinger expressed his concerns with the dollar amounts. He
stated he would not support the resolution.
Council Member Harris expressed his concerns regarding the interest rate for the
bonds.

Council Member Bloechl felt that with possible budget cuts in the near future, she
questioned the park projects improvements. She said she would not support the
resolution..
Mayor Dell'Antonia questioned the impact of the dollar amount.

Council Member Harris expressed his concerns regarding the interest rate for
special assessments. He felt not all individuals would be able to receive credit from their
lending institution.
Council Member Mattox questioned if the interest rates went up would the interest then be
adjusted for special assessments.
Council Member Esslinger expressed his concerns with the city financing special
assessments. He stated he would not support the ordinance.
Mr. Wollangk responded.

CITIZEN STATEMENTS
Ken Bender, 806 Oak Street, expressed his concerns with the Governor's proposal and
the need to stay within the budget.

Daniel Lynch, 310 S. Eagle Street, expressed his concerns regarding students
smoking. He suggested having an open forum or a procedure to notify parents.
Jim Keskinen, 1033 Arthur Avenue, stated his concerns with the police department and
spending at the state level.
Gordon Doule, 1225 Summit Avenue, expressed his concerns with road rage and
questioned when Council would address the problem.
Council Member Esslinger stated that there were various signs posted and it would be
up to individuals to obey them.
John Peeper, 1113 Bismarck Avenue, representing the Oshkosh Patriotic Council,
stated that even though there was an individual that was speaking to the Council
concerning the Patriotic Council there was no political agenda for that group.
COUNCIL MEMBER STATEMENTS
Council Member Bloechl expressed her concerns with the Governor's proposal and the
limited coverage regarding information to the public in the local newspaper.
Council Member Hintz expressed his thoughts regarding the City of Oshkosh budget
and future Capital Improvement Programs. He explained that the riverfront was being
reclaimed and that it would be an investment for the future.
Council Member Esslinger stated his concerns regarding the Governor spending
taxpayers money to purchase an aircraft from another country.
Council Member Harris gave an explanation regarding the analysis of tax increases.
Council Member Mattox commented that buildings in the community were being
recycled for other uses. She stated that on February 17 the old fire house on New York
Avenue would have tours, she felt this was a good example of the past being brought
up to the present.
Mayor Dell'Antonia expressed his concerns regarding the Governor's budget plan and
urged citizens to get involved, and express their opinions to their representatives.
WHATEVER ELSE IS PERTINENT OR FOR THE GOOD OF THE CITY
Mr. Wollangk stated the budget workshop would be re-played on Channel 10. He also
stated the League of Women Voters would be holding a forum at 4:00 p.m. on February
25, 2002.
