COMMUNITY DEVELOPMENT REQUESTS BUDGET ENHANCEMENT FOR GO-HNI: The Department of Community Development has submitted a $75,000 budget enhancement request to City Manager Rohloff as part of the 2024 City Operating Budget for neighborhood development services provided by Greater Oshkosh Healthy Neighborhood Inc. (GO-HNI). The City of Oshkosh has contributed over $900,000 to GO-HNI since the creation of the organization in 2016, varying from $100,000 to $150,000 annually. The City has provided financial support through the City’s Healthy Neighborhood Initiatives Fund (HNI), which was established using the State of Wisconsin Affordable Housing Extension (AHE) program as part of the Tax Incremental District (TID) state statute. The HNI funding source previously used for the annual GO-HNI contribution has a low balance and staff is recommending that the remaining funds be utilized for affordable housing programs, which is the intent of the state’s AHE program. Due to the low fund balance of HNI, staff has requested that the budget enhancement be funded from the levy. MUSEUM SECOND FLOOR CLOSURES: The Oshkosh Public Museum’s second floor will close to the public beginning on October 31st for ongoing construction of the new Waldwic Gallery, which will open in 2024. Museum and City staff are working together to ensure that closures are as brief as possible. The Museum’s entire first floor and lower level will remain open to welcome the public during this time. 3. NEW OPM WEBSITE COMING SOON! Museum and Information Technology staff have been working diligently throughout 2023 to produce a new, completely redesigned Museum website. The new website offers increased accessibility to better meet the needs of OPM visitors and the public. The new oshkoshmuseum.org website is set to “go live” soon, so watch for an announcement on social media! Huge thanks to everyone who contributed to this project! 4. OPD WELCOMES NEW STAFF: The Oshkosh Police Department welcomed Jacqueline Souza to the position of Office Assistant on Monday, October 16, 2023. Jacqueline’s primary duties will include clerical assistance to the Command Staff Captains and the Administrative Bureau. The Department also welcomed new Community Service Officer Abby Traxinger on Friday, October 20, 2023. Congratulations, and welcome to the OPD Team! • Jacqueline Souza currently resides in Oshkosh, WI. She graduated with an Associate degree in Paralegal Studies from Northeast Wisconsin Technical College in Green Bay, WI. Jackie comes to us with extensive office experience, having worked nearly eight years as a Legal Assistant for three different law firms and most recently as an Executive Assistant at Tundraland. • Abby Traxinger is originally from North Fond du Lac. She is enrolled at Fox Valley Technical College in the Criminal Justice program. Prior to becoming a Community Service Officer, Abby worked at Culver’s. 5. COMMUNITY DEVELOPMENT WELCOMES NEW CITY ASSESSOR: The City of Oshkosh Community Development Department would like to introduce new team member, Jodi St. Charles, who has been sworn in as the new City Assessor. Ms. St. Charles is working with an experienced team in the Assessor’s Division within the Community Development Department and brings great City and project management experience to the Division. Ms. St. Charles will manage the Assessor’s Division and will lead the effort for the 2024 reevaluation process. Welcome, Jodi! 6. ATTACHMENT: Oshkosh Public Library Calendar for November 2023 7. LOOKING AHEAD: I am scheduled for possible jury duty the week of October 23rd, so my schedule for the upcoming week is tentative. The meetings I have tentatively scheduled for the week include the following: on Tuesday at 11:30 AM, I hope to attend the Oshkosh Area School District’s Superintendent Advisory Council Meeting, and on Wednesday at 7:30 AM, I plan to attend the Chamber of Commerce’s Public Policy Committee meeting.
