Mayor Dell'Antonia presided. PRESENT: Council Members Shirley Mattox, William Castle, Mark L. Harris, Paul J. Esslinger, Stephen Hintz and Jon Dell'Antonia EXCUSED: Council Member Melanie Bloechl ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk and Lynn Lorenson, Assistant City Attorney Council Member Mattox read the Invocation. The Pledge of Allegiance was led by Council Member Mattox. PUBLIC HEARING The Mayor ordered the following Public Hearing: Final Resolution Vacating Portion/Jacktar Road There were no appearances and the Public Hearing was CLOSED. CONSENT AGENDA The minutes of the December 11, 2001 meeting were presented as written. The Report of the City Manager was read. The bills were presented in the amount of $3,965,581.11. Mr. Wollangk responded. Council Member Hintz questioned the external and internal review of positions. He also explained that different communities use different approaches, which would support the alternate. Mr. Fitzpatrick, Director of Administration, responded. Council Member Harris asked various questions regarding the pay grids. Brian Ronk, Representative of Carlson Dettmann Associates, explained the procedures of the appeal process. Mayor Dell'Antonia questioned if the grid movement would be annually. Council Member Hintz explained that the alternative calculation would be more accurate. Council Member Harris asked various questions regarding the pay grids. PROCEEDINGS OF THE OSHKOSH COMMON COUNCIL -- DECEMBER 26, 2001 CITIZENS STATEMENTS Ken Bender, 806 Oak Street, expressed his concerns regarding signs in the community and also with the recycling center. Gordon Doule, 1225 Summit Avenue, expressed his concerns with the recycling program. He also stated his concerns with road rage and felt the laws were being violated and should be enforced. Jim Keskinen, 1033 Arthur Avenue, stated his concerns with representation at local and state levels of government. He questioned the maintenance cost of the lights along Jackson Street and the need for the lights at the Westowne intersection. He also questioned the closing of the recycling center. Mr. Wollangk responded. COUNCIL MEMBER STATEMENTS Council Member Esslinger questioned the possibility of charging a fee for the recycling program. He felt it was not necessary to hire more staff to enforce road rage issues. Mr. Wollangk responded. Council Member Mattox stated that she was impressed with the Housing Authority properties, and explained that there were advantages to living in a traditional neighborhood community. Mayor Dell'Antonia explained that several buildings on Jackson Street would be taken down; and, with the conditional use of permit granted for Wisconsin Street, he was pleased that the redevelopment plan was in progress. Council Member Harris stated that with the budget process and cuts, along with the event of September 11, 2001, there was a need for contributions to organizations at a local level. WHATEVER ELSE IS PERTINENT OR FOR THE GOOD OF THE CITY Mr. Wollangk discussed dates for a workshop to review budget issues. There was no other business before the Council.
