Dear Jim: Based on your request, SRF Consulting Group, Inc. (SRF) is pleased to submit this proposal to provide support services for A&E procurement for the immediate short-term improvements to the City of Oshkosh GO Transit downtown transit center. These improvements include a building addition at the existing site for GO Transit staff space needs and improvements to existing conditions. SRF brings an intimate understanding of the project from our work on the GO Transit Site Feasibility study which looked at long term improvements to meet GO Transit’s staff and passenger needs along with the selection of a priority site and conceptual plans. The study included a review of short-term improvements and how these can support and utilize long term improvements at the existing GO Transit downtown transit center. In addition, SRF has experience in providing supportive services to transit agencies. These services have covered initial programming and design, funding requests, developing and managing A&E, and Construction services. We have performed these services for Duluth Transit Authority, Mankato Transit, St. Cloud Transit, La Crosse Transit, SouthWest Transit, MN, Minnesota Valley Transit Authority, MN and Regional Transportation Commission, and Nevada. We propose to carry out the work (“Scope of Services”), set forth in Attachment A, attached hereto and incorporated into this Agreement. We propose to carry out the services described as follows: Task 1. A&E Phase 1. Create a formal Request for Qualifications (RFQ) document in concert with all City, State and Federal procurement requirements to select a firm to provide Architectural and Engineering (A&E) services for a future addition to GO Transit’s driver comfort station at Go Transit Downtown Transit Center (corner of Pearl Avenue and Market Street). Also, communicating with WisDOT staff as needed. 2. Prepare the necessary Federal Clauses for the RFQ. 3. Prepare an Independent Cost Estimate according to WisDOT and FTA standards. 4. Assist with review of proposals received in response to the RFQ, including assessment of responsiveness, review of required responses, and assessment of qualifications. 5. Verify References received with RFQ. Schedule RFQ to be drafted within two weeks from notice to proceed. Basis of Payment/Budget Based on our understanding of the project and our scope of services, we estimate the cost of our services to be hourly not to exceed $8,450, which includes both time and expenses. Changes in the Scope of Services It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly. Before any out-of-scope work is initiated, however, we will submit a budget request for the new work and will not begin work until we receive authorization from you.
