REGULAR MEETING held Tuesday, December 11, 2001 at 6:00 p,m, in the Council
Chambers, City Hall,
Mayor DelrAntonia presided,
PRESENT: Council Members Stephen Hintz, Shirley Mattox, William Castle, Mark L,
Harris, Paul J, Esslinger, Melanie Bloechl and Jon DelrAntonia
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Hintz read the Invocation,
The Pledge of Allegiance was led by Jessica Hertel and Elizabeth Semenas from St,
Frances Cabrini Elementary School; and, Angie Griedl from Lourdes High School,
PUBLIC HEARINGS
The Mayor ordered the following Public Hearings:
Amend Chapter 30/Zoning Ordinance/Traditional Neighborhood
Development District
Ken Bender, 806 Oak Street, asked for an explanation regarding the ordinance.
Ms. Kemplinger, Principal Planner of Community Development, gave a brief
explanation of the ordinance.
There were no other appearances and the Public Hearing was CLOSED.
Amend Chapter 30 Zoning Ordinance/Fees
There were no appearances and the Public Hearing was CLOSED.
CONSENT AGENDA
The minutes of the November 27, 2001 meeting were presented as written.
The Report of the City Manager was read.

Resolution 01-482 Approve Industrial Development Revenue Bonds/Evco Plastics
Doug Pearson, Executive Director of Chamco, 375 City Center, stated that the project
was important for the community and urged the Council to support the resolution.
Paul Mueller, 1911 Adams Street, Madison, Controller Financial Officer for Evco
Plastics, thanked the Council, Doug Pearson and staff for their cooperation, and asked
the Council for their support.
Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding the resolution.
Council Member Castle clarified the need for the resolution.
Resolution 01-483 Approve Promissory Note/100 N. Main Street
Hugh Carver, 1261 Merritt Avenue, asked for an explanation regarding the promissory
note.

Council Member Esslinger stated he would not support the resolution.
Council Member Harris felt the grants were worth while programs and stated his
support.
PUBLIC AGENDA DISCUSSION
Ordinance 01-494 Amend Recycling Program

Paul Schroeder, 1750 W. 5th Avenue, expressed his concerns and asked questions
regarding the ordinance. He urged the Council not to support the recycling change.

Mr. Wollangk responded.
Courtney Perlino, 988 Cherry Street, President of the Oshkosh Student Association,
University of Wisconsin - Oshkosh, expressed her concerns regarding the recycling
program. She asked the Council not to support the ordinance.
Gordon Doule, 1225 Summit Avenue, urged the Council not to cut back on the
recycling program.
Phil Kunde, 1545 Arboretum Drive, President of the Condo Association, expressed his
concerns with the elimination of the recycling program and asked the Council not to
support the ordinance.
Council Member Bloechl stated that the taxpayers as well as the Council Members
should be contacting their legislators with their concerns.
Council Member Hintz stated the recycling issue was a difficult decision and asked for
guidance and suggestions from taxpayers.
Council Member Harris explained that the landfill does spot check the sanitation trucks
and there would be problems if the recycling rules were not followed.
Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding the recycling
program.
Jeff Herzick, 1045 Canterbury Drive, stated various reasons why he felt the recycling
ordinance would be a good program.
Ken Bender, 806 Oak Street, expressed his concerns regarding recycling.
Ryan Riley, 835 Wisconsin Avenue, stated various concerns with the recycling
program.
Michelle Litjens, 2180 Parkside Drive, expressed her concerns regarding the recycling
program and urged the Council not to support the ordinance.
Jeff Robl, 114 W. Custer Avenue, stated his concerns regarding recycling and asked
the Council not to support the ordinance.
Resolution 01-504 Approve Amusement Ride Purchase/Menominee Park
Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding the purchase of
the amusement rides and urged the Council not to support the resolution.

Ordinance 01-493 Floodplain Map Amendment/Adams Avenue

Council Member Castle asked questions regarding the amendment to the floodplain
map.

Ordinance 01-494 Amend Recycling program
MOTION: ADOPT (Bloechl; second, Esslinger)
MOTION: AMEND SECTION 23.7 (B)(2) THE CITY SHALL COLLECT NO
RECYCLABLE MATERIALS FROM MULTIPLE DWELLING UNITS

Council Member Esslinger clarified that recyclables would be picked up for buildings
with four or less units and buildings with five or more units would not receive the
recyclable pick up.
Council Member Harris felt that in the future, if there would be cuts in city services the
burden should fall on different groups not just one category of citizens.
Council Member Castle stated reasons why he would support the ordinance.

Council Member Hintz explained that the Council had gone through a difficult budget
cycle and he stated various reasons why he would support the ordinance. He thanked
all the individuals who came to the meeting to express their thoughts and concerns
regarding the recycling program.

Council Member Bloechl stated her frustrations with the recycling program and
explained why she would support the ordinance.
Council Member Mattox expressed her thoughts regarding the ordinance and stated
her support.
Mayor Dell'Antonia explained that the recycling service was not offered in many of the
surrounding communities. He stated that he appreciated everyone who came to the
meeting to express their thoughts and concerns regarding the recycling program and
explained he would support the ordinance.

Council Member Castle explained that by setting the council meeting date now would

Mr. Stephany, Parks Director, gave a brief explanation regarding the resolution.
CITIZENS STATEMENTS
Gordon Doule, 1225 Summit Avenue, expressed his concerns regarding road rage and
other driving violations.
Ken Bender, 806 Oak Street, expressed his concerns regarding fines and excessive
city spending.
Hugh Carver, 1261 Merritt Avenue, expressed his concerns regarding city spending.
COUNCIL MEMBER STATEMENTS
Council Member Esslinger asked several questions regarding the cost of a wading pool
at South Park.

Council Member Bloechl thanked everyone who offered their condolences for the lose
of her mother in law. She was pleased to see a student from an area high school in the
audience interested in city government. She wished everyone a happy holiday season.
Council Member Mattox stated her support of the traditional neighborhood ordinance
and expressed her concerns regarding trees and the excess use of billboards along the
highway.
Council Member Harris expressed his concerns regarding the removal of street lights in
various areas of the city.
Mayor Dell'Antonia thanked the Downtown Bid District and the Southwest Rotary for the
Christmas decorations in Market Square. He also clarified that the three properties that
were purchased by the City at the previous Council Meeting would not have an impact
on the tax rate. He requested that a workshop be scheduled to start communications
with the School District regarding budget issues. He also wished everyone a happy
holiday season.
WHATEVER ELSE IS PERTINENT OR FOR THE GOOD OF THE CITY
Mr. Wollangk explained that the following Council Meeting would be held on
Wednesday, December 26, 2001 at noon due to the holidays. He also stated that the
lights on south main were out because they were being replaced.
There was no other business before the Council.
