Letter of Introduction
Dear Mark, John, and Diane,
I am both humbled and excited to submit this proposal for strategic planning
services for the City of Oshkosh. It is evident that your organization (and
community!) has embraced the entirety of the strategic planning process, and the
longstanding relationship you had with your facilitator makes it clear that you
value both excellent productivity and excellent relationships.
This proposal encompasses the 3 phases of the planning process as you identified
as well as the Additional Consultative Assistance options. I have included some
options as well that I frequently use with clients to supplement their processes
and provide full integration.
I will be forthright, following up someone like Walter is as intimidating as it is
inspiring. I am not looking to replace, erase, or overhaul any of the amazing work
he did for your team. Rather, I want to honor his process, his approach, and the
relationships he had with your community and build on that good work.
I created my company, Lance Strategies, because I saw firsthand what it was like
for communities to not have e ective facilitation and strategic planning services.
My mission has been, and will continue to be, to serve those who are serving their
communities.

Meet Nicole Lance
Nicole Lance is the CEO of Lance Strategies and also the Managing Partner of
Extraordinary Balance. Passionately committed to helping organizations and
individuals succeed in reaching and reaching beyond their goals, Nicole is known
for her authentic, energetic, and engaging approach to strategic consultation and
providing exceptional value and high levels of return-on-investment for her
customers. Her facilitation superpower is truly getting to know the organizations
she is serving so she can deliver a custom-made experience to meet their needs.
With extensive local government experience, Nicole has served as the Assistant
City Manager for the City of Surprise, Arizona, with prior service with the Town of
Gilbert, Arizona, as a Public Works Director, Assistant to the Town Manager, and
Budget and Long-range Financial Planning Analyst. She also served as Assistant to
the City Manager and Director of Parks and Recreation for the City of Maricopa,
Arizona. Since launching her consulting practice, Nicole has served teams across
the entire United States and in Canada. She has spoken internationally for various
public and private organizations, and she is a frequently-requested executive
coach.
From working with major corporations like Google to supporting local
governments and small nonprofits, she puts her skills and experience to work to
customize high-value and unforgettable experiences for her clients and
audiences. Nicole focuses on teaching valuable concepts and providing clear and
practical strategies to drive real change while also delivering a high-value
strategic plan. When she’s not facilitating, coaching or speaking, you can usually
find her cussing in the living room from stepping on the Lego bricks her daughter
leaves hidden in the carpet.

Phase #1: Project Planning Activity

Facilitation Approach
This project phase is collaborative and e cient. I’ll work with your team to
coordinate dates, agree upon a collaborative approach, and essentially get the
foundation laid for a successful engagement. Collaboration will occur virtually or
over the phone as well as utilizing email for coordination. If it takes 1 meeting or 3
meetings and 10 emails, we’ll get the job done to ensure you are satisfied.
Proposed Pricing: $0
I consider this necessary work for the engagement to happen. There is no
proposed cost for this phase.

Phase #2: Data Gathering & Assessment Activity
Gather / review previous plan, action item updates, and citizen survey
Deliverables
➔Prepare and deliver on-line surveys (2), compile, prepare, deliver, and assess
results
➔RECOMMENDED ADDITIONAL DELIVERABLE: 1:1 Council and Executive Team
interviews (30 minute sessions, conducted by phone or virtual meeting)
Facilitation Approach
For this phase, I would like to add 1:1 Council and Executive Team interviews.
Transitioning from a long-term facilitator relationship can be tough, and I want to
be extremely sensitive to existing relationships as well as thorough in building my
own with Oshkosh Council and team members.
For the survey, I would like to leverage what has been utilized before if it is
appropriate. Having consistency in information collected will not only help ensure
a more seamless transition but will also provide some much-needed regularity to
process participants. My preferred method for debriefing the results is to compile
a written overview of the data collected and hold a meeting with executive
management to go over the results.
Proposed Pricing: $1,500*
*This is the price for conducting the survey, compiling results and facilitating the
debrief meeting. As this would be a first-time engagement, the 1:1 meetings would
be included at no-cost.

Phase #3 Strategic Planning Session Activity
Prepare strategic planning materials and facilitate strategic planning sessions (2
full days in person), approximately 60 and 20 attendees

Facilitation Approach
This is where the process really comes to life! My facilitation approach for
strategic planning centers on providing an experience that not only provides the
desired deliverables but truly gives the participants an excellent experience that
also prepares them well for doing the work of implementing the plan.
Neuroscience-based communication principles are integrated along the way, and
any activity that is generative or iterative includes an approach and elements that
boost the team collaboration and improve team connectivity. Participants leave
the session with a positive touchstone experience that gives them the plan they
need and the foundation upon which they can implement it successfully. We’ll
produce meaningful work together and have a good time doing it.
Often, I will use a co-facilitator for these sessions to ensure optimal use of the
time and interaction with the group. As this would be my first engagement with
Oshkosh, I am proposing this as a sole-facilitator approach so I can truly build
relationships and have deeper interactions with participants.
Proposed Pricing: $17,500*
*This is a flat-rate price. No additional costs will be incurred for travel, meals,
printing, etc.

Facilitation Approach
For each of these items, the facilitation approach will be constructed in
conjunction with the designated Oshkosh team members. Understanding that
some of these terms mean di erent things to di erent organizations and are
implemented uniquely, I will collaborate with your group to understand the needs
of each situation and propose a specifically-tailored approach.
Proposed Pricing
Final pricing will be proposed on a case-by-base basis, but generally speaking,
work will be conducted at a rate of $275/hour.

Additional Options for Consideration
Based on my experience working with other clients, there are often two additional
elements that accelerate and ensure desired results:Executive Coaching and a
Mid-year Plan Check-in.
Facilitation Approach
My approach to Executive Coaching is to meet first with individuals in the
supervisory structure of the individual who will be participating in Coaching to
understand their purviews, needs, and desired outcomes. Then, I meet individually
with the coaching participant to get to know them and understand their
perspective and desired outcomes. Together we craft an approach designed to
meet the interests of all parties involved. Coaching sessions are primarily
confidential with the exception of providing high-level observations and
developmental progress reports to executive management.
The Mid-year Plan Check-in is a 4-hour retreat-style meeting designed to ensure
not only that teams are on track, but that they are collaborating optimally. With a
well-established procedure in Oshkosh for strategic plan implementation, it is
likely that the key benefits of a session like this will be to ensure the team
dynamics (Council:Council, Council:Sta , Sta :Sta ) are tuned-up and operating
optimally.
Proposed Pricing
➔Executive Coaching: $325/session, minimum of 6 sessions per participant
◆All pre-meetings with supervisors and the individual are included at no
cost
➔Mid-year Plan Check-in: $5,750
