Amendment Request No. 2 for City Contract 19-10, Lakeshore Riverwalk I41 to Punhoqua Street, Oshkosh,
Wisconsin.
Dear Ms. Brandt,
AECOM Technical Services, Inc. (AECOM) is proposing an amendment to the agreement dated November 15, 2018,
OPP-786325, and Amendment 1 dated July 15, 2020.
Project Background
The Lakeshore Riverwalk is positioned along the northern property boundary of the former, municipally owned,
Lakeshore Golf Course site. Oshkosh Corporation acquired a portion of the former Lakeshore Golf Course for
development as their new World Headquarters campus. The property was divided into two (2) separate lots. The
City-retained portion of the site will be redeveloped into a new City park.

Amendment 1 included the preparation of a CSM. At the time Amendment 1 was prepared, AECOM understood the
latest CSM for the property that was prepared as part of the Oshkosh Corporation acquisition would be updated to
exclude an area comprised by an approximately 6-foot offset from the edge of the Riverwalk and that a new CSM for
the new Riverwalk parcel would be prepared. There have been several changes in assumptions which have required
additional effort:
1. As part of our Amendment 1 scope, AECOM performed a field investigation to locate property irons indicated on
the latest CSM. We were able to locate several property irons; however, some were not located. These property
irons will need to be reset as part of our work but were not part of our prior scope of work.
2. Following authorization of Amendment 1, AECOM reviewed the CSM documents and determined the Riverwalk
crosses over two City owned parcels. AECOM held a discussion with the City to confirm the location of the
Riverwalk CSM. Based on that discussion, it was the City’s preference to combine the two City-owned parcels,
in addition to creating a CSM for the Riverwalk.
3. Additional research was required to identify property information for the second City parcel. AECOM was able to
find partial historical documents for street vacations and property descriptions, with some having conflicting
information between figures and the written descriptions. Additional effort was also required to resolve the
conflicts.
4. In preparation of Amendment 1, AECOM presented that simplifying decisions were made to create a CSM
boundary approximately 6 feet off the Riverwalk to minimize the number of bends and property irons required.
Upon further discussion with the City, AECOM understands the City would like the boundary to be as close to 6
feet off the Riverwalk as possible. As a result, additional property irons will need to be installed to account for the
varying amount of bends.

Project Close out
In addition to finalizing the CSM, AECOM’s remaining scope of work includes finalizing the construction
documentation report.
Additional Proposed Budget
The project is nearing completion and the remaining budget has been nearly exhausted. AECOM anticipates the fee
to finish the project is $10,000.
As with all our agreements, AECOM will only bill for actual time incurred. We reserve the right to request changes in
budgets if the scope of work varies from our project assumptions. This includes increases as well as decreases in our
budget.
The services provided will be performed in accordance with the approved Fee Schedule and conditions of the General
Conditions of Service – City of Oshkosh, April 2009, which are expressly incorporated into, and are an integral part of,
our agreement for professional services.
As you are aware, the world is experiencing a pandemic as it relates to the coronavirus COVID-19 (“Coronavirus”).
This health emergency has the potential of impacting multiple facets of the project including, without limitation, labor,
personnel, manufacturing, equipment, materials, transportation and related supply chains, all of which have the
potential to adversely impact the critical path of the project schedule. These potential, unusual, and unavoidable
delays are outside of the control of AECOM and cannot be anticipated or determined in advance. AECOM will
exercise reasonable care to mitigate the potential impact of the Coronavirus to the extent within AECOM’s reasonable
control. AECOM will notify you in the event AECOM becomes aware of any potential impact to the work caused by the
Coronavirus.

conditions specified in the proposal.
