(AECOM) has prepared this proposal to provide environmental and engineering services related to the demolition of the existing park shelter and site improvements within Quarry Park in Oshkosh, WI. Quarry Park is located on the site of a historic quarry which was subsequently backfilled with municipal waste and construction debris. As a result of the historic filling, the area is prone to significant settlement and methane gas has historically been encountered at the site which is generated during the decomposition of the fill materials. The site is regulated as a closed landfill by the State of Wisconsin Department of Natural Resources (WDNR). Because of the potential presence of solid waste and methane, all onsite work will need to be coordinated with the WDNR and will require additional health and safety protocols are incorporated to protect workers during construction activities at the site. The City of Oshkosh previously constructed a Park Shelter at the site along with an asphalt parking area. The park shelter is served by utilities including domestic water, sanitary sewer and natural gas. Electrical service is supplied by an overhead feed from Florida Avenue. The Park Shelter building is not currently utilized by the City of Oshkosh, due in part to the potential for accumulation of Methane within the structure. The asphalt parking area has become unusable due to settlement of the fill soils at the site. The immediate surroundings of the park shelter including the parking lot are depressed approximately 2-3 feet below surrounding grades and allow stormwater to form deep puddles. The City of Oshkosh has evaluated need for the facilities at the site and has determined they can be demolished, and the site will be regraded, filled to improve surface water drainage and topped off with topsoil and vegetation will be established at the site to match the surrounding area. The following letter presents the scope of services which AECOM proposes to complete as part of this project. Task 1 – Special Provisions and Construction Documents AECOM will work with the City of Oshkosh to develop bidding documents to solicit proposals from Contractors for the implementation of the project. AECOM will develop drawings, technical specifications and guidance documents related to the health and safety requirements for the implementation of the project. Design documents, previously prepared by AECOM, related to the replacement of land fill gas (LFG) monitoring vault structures will be incorporated into the bidding documents for the project. The design drawings which will be prepared by AECOM related to the demolition of the park shelter and associated infrastructure include:  Cover Sheet  Existing Conditions Survey (survey basemap to be provided by the City of Oshkosh)  Demolition Sheet and Erosion Control Drawing  Proposed Grading and Site Restoration Drawing AECOM will issue Draft drawings for City of Oshkosh review and will then issue final Issued for Bid drawings upon receipt of one set of compiled review comments. In addition to the drawings, AECOM will develop special provisions and a draft advertisement document defining the scope of work for the project. The majority of the scope of work for the project will be implemented in accordance with City of Oshkosh Standard Specifications. AECOM will develop a technical provision related to the demolition of the DocuSign Envelope ID: C83706BE-4084-448C-9CF5-8CF24C535023 Quarry Park Shelter Demo Proposal.docx 2/4 structure and will include in the special provisions, requirements related to health and safety precautions which are necessary to implement the work based on the historic use of the site as a landfill. The development of a project specific health and safety plan will be the responsibility of the Contractor selected for the project. The Contractor will remain responsible for the safe implementation of the work and the safety of their employees and the public. Task 2 – WDNR Coordination AECOM has held preliminary discussions with the WDNR related to the demolition of the Park Shelter and supporting infrastructure. From those discussions, we understand the WDNR will not require a plan modification for the closed landfill but will require notification regarding the scope and schedule of the work to be completed as well as a copy of the final demolition report. AECOM will provide the bidding documents to the WDNR for notification and keep them informed on the progress of the project. Task 3 – Construction Documentation During construction activities at the site, AECOM will perform part-time oversight and documentation of the activities being performed. AECOM anticipates the work to be completed in approximately 3 weeks. AECOM will periodically visit the site during construction, document the activities being completed and provide updates to the City of Oshkosh and the WDNR. Observations will be documented in a site visit report including photographs. AECOM assumes that the City of Oshkosh will perform a final topographic survey after the completion of the construction. A demolition summary report will be prepared and submitted to the WDNR. AECOM has not budgeted for full time oversight as a means to reduce cost. AECOM cannot accept responsibility for elements of construction that are completed while we are not on-site and are not observable during our site visits. Assumptions 1. The City will compile the bidding documents, advertise for bids, and place the documents on Quest CDN. 2. AECOM will prepare special provisions as supplemental documents to the current version of City Standard Specifications 3. The City will set grade stakes for construction and complete a final topographic survey and provide a competed as-built drawing to AECOM for inclusion in the documentation report. 4. The City will allow access/use of the clay and topsoil piles at the Southwest Industrial Park for Contractor to use for the project. 5. If the City requests additional services beyond those stated in this proposal, the City and AECOM agree to renegotiate the scope and fee. 6. The City will pay all permit fees if required. 7. This project will not require Parks Board, Site Plan or Plan Commission review. 8. The City has sufficient funds to complete the project as bid based on an AECOM opinion of probable cost dated June 2, 2022 ($118,575) Estimated Fees The following summarizes the proposed tasks and estimated fees: Task Fee Task 1 – Special Provisions and Construction Documents $6,500 Task 2 – WDNR Coordination $4,500 Task 3 – Construction Documentation and Reporting $12,000 TOTAL PROJECT FEES $23,000 DocuSign Envelope ID: C83706BE-4084-448C-9CF5-8CF24C535023 Quarry Park Shelter Demo Proposal.docx 3/4 Terms and Conditions If services to be provided under this proposal require the agents, employees, or contractors of AECOM to enter onto the Project site, Client shall provide right-of-access to the site to AECOM, its employees, agents, and contractors, to conduct the planned field observations or services. The services described in this proposal will be provided on a time- and-material basis. AECOM will not exceed the above estimate without your authorization and approval. The services provided will be performed in accordance with the approved Fee schedule and with the conditions of the 2009 City of Oshkosh Negotiated General Conditions of Service, which are expressly incorporated into, and are an integral part of, our contract for professional services. To initiate this work, please sign and return the attached Authorization to the AECOM Oshkosh, Wisconsin office. Our understanding is that the City of Oshkosh will also issue a Purchase Order for all approved tasks.
