HomeMy WebLinkAbout01-411.docOCTOBER 9, 2001 01-411 RESOLUTION (CARRIED 5-2 LOST LAID OVER WITHDRAWN ) PURPOSE: OPPOSE ETHANOL PLANT INITIATED BY: COUNCIL MEMBER DELL'ANTONIA WHEREAS, there is proposed an ethanol plant for either the Town ofAIgoma orthe Town of Nekimi, which would process locally grown corn into ethanol, a fuel additive; to capture carbon dioxide released during fermentation for sale to carbonated beverage companies, and to sell the corn after it has gone through the fermentation process as animal feed; and WHEREAS, while these plants can be embraced as a new source for employment and income to the local communities, there is nationwide concern that the available technologies are inadequate to control the potential strong odors emanating from the plant, and that there is adverse impact on local infrastructure due to increased traffic and to the local water supplies due to the plants' heavy water usage; and WHEREAS, the proposed locations, whether in the Town of Algoma or the Town of Nekimi, are within the City of Oshkosh extraterritorial jurisdiction area for noxious odors, pursuant to Section 17-33(J) of the Oshkosh Municipal Code and Section 66.0415 of the Wisconsin Statutes related to Offensive Industries; and WHEREAS, these proposed locations are sufficiently close to the corporate limits of the City of Oshkosh that any adverse affects of the ethanol plant can negatively impact the quality of life of the City of Oshkosh and the adjacent residential neighborhoods; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council opposes construction of the proposed ethanol plant and encourages the Town Boards for the Town of Algoma and the Town of Nekimi and the Winnebago County Planning and Zoning Committee to deny the approvals needed to construct such a facility in the greater Oshkosh area.
