INITIATED BY: COUNCIL MEMBER DELL'ANTONIA
WHEREAS, there is proposed an ethanol plant for either the Town ofAIgoma orthe

capture carbon dioxide released during fermentation for sale to carbonated beverage
companies, and to sell the corn after it has gone through the fermentation process as
animal feed; and

local water supplies due to the plants' heavy water usage; and
WHEREAS, the proposed locations, whether in the Town of Algoma or the Town of
Nekimi, are within the City of Oshkosh extraterritorial jurisdiction area for noxious odors,
pursuant to Section 17-33(J) of the Oshkosh Municipal Code and Section 66.0415 of the
Wisconsin Statutes related to Offensive Industries; and

quality of life of the City of Oshkosh and the adjacent residential neighborhoods;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the Common Council opposes construction of the proposed ethanol plant
and encourages the Town Boards for the Town of Algoma and the Town of Nekimi and the
