RESOLUTION REVISING THE OSHKOSH TRANSIT SYSTEM
FARE STRUCTURE
The Transit Advisory Board is recommending a fare increase to the following two programs
operated by the Oshkosh Transit System through private providers.
· Door-To-Door W-2 Service
This service provides taxi service to low income individuals for the purpose of work. The
service operates during hours that the regular fixed routes do not operate. The current cost
to the passenger is $1.00 each way. ! am proposing an increase to $2.00 due to funding
issues. This program is currently funded at an 85% level by the federal government and the
local share is paid by the county. The federal program is lowering its level of support and the
continuation of county funding is questionable.
I believe this service is very important and I would support funding this program by the
normal funding mechanisms available for transit service. The budget for this program under
normal funding options is shown below:

*assuming a $6.00 cost per ride in 2002. The 2001 rate is $5.25 per ride
There will be higher funding for this program during the first half of 2002 from carry-over
funds and in reality the local share requirement will be less than $5,000 for 2002. ! would
anticipate increasing the fare in 2003 to $2.50 per ride to eliminate the need for a local share
in the 2003 budget.

The Cabulance program provides door-to-door service for persons with disabilities. The
current cost is $1.00 during normal transit hours and $2.50 during the evenings and Sundays.
The proposed fare increase to $3.00 would only impact the $2.50 fare charged for service
outside our normal working hours. The $1.00 fare is mandated by the federal government
and can't be raised unless the normal bus fare is also increased. The Cabulance service budget
for 2002 is shown below:

The fare increase will generate approximately $1,100 in new revenue, but the real need for a
fare increase is an equity issue between programs. The Dial-A-Ride program for seniors and
persons with limited disabilities charges $3.25 per ride after hours. The Dial-A-Ride program
also charges $1.00 per ride during our normal hours. It is hard to explain to users why there
is a difference between the programs other than its always been that way. The programs also
now have a relationship between each other as we shift individuals from the Cabulance
program to the Dial-A-Ride program. The Cabulance program costs the City $9.00 per ride
as opposed to $5.25 per ride on the Dial-A-Ride program.
The implementation date for the fare increases would be scheduled for October 1,2001 for
the W-2 program and January 1, 2002 for the Cabulance program.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held by the City of Oshkosh in Room 406,
Council Chambers, City Hall, at 4:30 p.m. on August 15, 2001 for the purpose of considering fare
changes for the Oshkosh Transit System. This project is subject to financial assistance from the
United States Department of Transportation.
A. Description of Project
Fare Changes
The following changes have been proposed to the existing fare structure:
Existing Proposed
Door-to-Door W-2 Service $1.00 $2.00
Evening and Sunday Cabulance Service $2.50 $3.00
The effective date for the W-2 fare will be October 1,2001 and the effective date for the
Cabulance fare will be January 1, 2002.
At the hearing, the City of Oshkosh will afford the opportunity for interested persons and
agencies to be heard with respect to the social, economic and environmental aspects of the proposed
project. Interested persons and agencies may submit, orally and in writing, evidence and
recommendations with respect to the project. Comments should be sent to Mark Huddleston,
