Urben Mr. Mike Blank City of Oshkosh 215 Church Avenue Oshkosh, WI 54903 Re: A/E Professional Services Proposal Waldwic Gallery Build-out Oshkosh Public Museum Dear Ms. Phillips, Mr. Urben, and Mr. Blank: Thank you for the opportunity to provide you with a proposal for professional services related to a planned build-out at the Steiger Wing, known as Waldwic Gallery. You have requested this proposal for us to provide coordination, design development, construction documentation, and construction administration for these improvements. Based upon our discussion with you and our understanding of the project to date, Facility Engineering, Inc. (FEI) and its team of sub-consultants offers you the following. We refer to Oshkosh Public Museum as The Museum and City of Oshkosh as The City. FEI’s team includes Fox Valley MEP, Inc., and Split Rock Studios, LLC. We understand Split Rock Studios will invoice The Museum separately for their services. Proposal FEI’s team proposes onsite investigation, review, design development, and documentation suitable for bidding purposes. After the award of a construction contract, pertinent construction documents and construction administration will ensue. General approach Initiation/Administration  Teleconference and/or in-person meetings with Sarah and Mike to establish the project scope, key issues, and priorities.  Review of documentation from FEI team members.  Coordination/management of project team (The Museum, The City, and FEI team). Urben, and Mr. Mike Blank September 18, 2023 Page 2 of 3 2820 Walton Commons Lane  Madison, WI 53718  608.240.9110  fax 608.240.9112 www.facilityengineeringinc.com Pre-design  Inspection and assessment on-site (one (1) visit): o Visually inspect and photo-record conditions of interior space. o Verify and record measurements of current conditions.  Review meeting with The Museum and The City (via conference call). Schematic Design  Review the program furnished by The Museum to ascertain the requirements of the Project.  Arrive at a mutual understanding of such requirements with The Museum and The City.  Provide a preliminary evaluation of the program, schedule and construction budget requirements.  Review with The Museum and The City alternative approaches to design and construction of the Project.  Based on the mutually agreed-upon program, schedule and construction budget requirements, prepare for approval by The Museum and The City, Schematic Design Documents consisting of drawings and other documents illustrating the scale and relationship of Project components. Design Development  Based on the approved Schematic Design Documents and any adjustments authorized by The Museum and The City in the program, schedule, or construction budget, prepare, for approval by both, Design Development Documents consisting of drawings and other documents to fix and describe the size and character of the Project as to architectural, structural, mechanical and electrical systems, materials and such other elements as may be appropriate. Bidding Documents  Review revisions with The Museum and The City (via conference call).  Revise drawings and specifications per The Museum and The City.  Develop final drawings and specifications/project manual suitable for bidding. Bidding  Contact potential bidders.  Submit bidding documents to The City for bidding coordination.  Submit bidding documents to The City for Plan Review and permitting.  Attend Pre-bid meeting (one (1) visit). Construction Documentation & Administration  Contact potential bidders.  Observe construction and report its status (three (3) visits).  Conduct one (1) Punch List inspection (one (1) visit). Any additional services beyond the scope of this proposal will be performed upon written authorization and will be compensated at the hourly rates indicated. Professional Fees The fee for rendering professional engineering services as outlined above shall be billed on a Fixed Fee basis with these limits. Initiation/Administration $ 3,000.00 Pre-design/Design Development $ 3,865.00 Schematic Design $ 5,340.00 Design Development and Bidding Documents $ 12,650.00 Bidding $ 1,950.00 Construction Documents and Administration $ 7,850.00 Reimbursable expenses (maximum) $ 1,000.00 Total Fee $ 35,655.00 Standard Rates will apply. General Terms  FEI shall be provided full access (with escort) to property interior for the duration of time required to complete the work.  On-site observation(s) may be conducted at any time during normal daytime office hours.  FEI shall utilize information from previous work completed with The Museum. Additional information may be required and would need to be provided by The Museum with regards to building and construction, its repairs, and/or modifications made.  Hazardous materials work is not included within the scope of this work.  This list is not all-inclusive and is meant to complement any Purchase Order agreement.
