ADVISORY PARK BOARD
JUNE 12, 2023

CALL TO ORDER & ROLL CALL
Mayor Mugerauer called the meeting to order at 6:00 P.M. A quorum was determined to be
present.
Motion by Millette to approve Mayor Mugerauer to chair the meeting of June 12, 2023.
Seconded by Bartelt. Motion carried 5-0.
APPROVAL OF MINUTES
Mayor Mugerauer said that the April 10, 2023 minutes will be laid over until the following
meeting.
NEW BUSINESS
1) DISCUSS AND RECOMMEND CAPITAL IMPROVEMENT PROGRAM (CIP) 2024-
2028
Mr. Maurer reviewed with the Board that the CIP is brought before the Advisory Parks
Board every year. It’s the five-year plan for major projects. Prioritized projects will come
to the board for discussion. The list and recommendation from Parks Board be forwarded
to Council, City Manager and Finance Director.
Mr. Maurer shared a list of projects from the 2023 CIP that were included by Council.
a) Lakeshore Park Development
• $500,000 was requested and $250,000 was funded
b) Quarry Park Restroom Shelter Parking Lot Demolition
c) Westhaven and Teichmiller Tennis Courts Resurfacing
d) Rusch Park Development
• This trail runs from Carl Traeger school out toward the Preserve at Sawyer
Creek
e) Pickart Park Development
f) Roe Park Playground Equipment
g) Park Trail Improvements
• This is an annual request and there will be larger requests in the future due
to the recent ADA assessments that the City completed.
h) Riverside Cemetery Roads Repaving
Mr. Maurer shared the projects prioritized by staff for 2024-2028

2) DISCUSS CITY BOARDS AND COMMISSIONS ACTION BY COUNCIL
Mayor Mugerauer talked about Council reaching out to boards and commissions to get
input and learned there was no set standards for number of board/commission members
and some boards and commissions were unable to meet quorum. Council recommended
moving non-statutory required boards to a five-member citizen board, including a Council
Liaison, plus two alternates for a 7-member board total. With recent expired terms and
one member willing to fill an alternate position, the Advisory Park Board is at this total.
PARK DIRECTOR’S REPORT
Mr. Maurer said that the Four Seasons Building at Lakeshore Park should be finished late
summer. There have been some challenges due to supply chain but hoping to take reservations
for next year starting fall or mid-winter. Council did approve rental fees that Parks Board had
recommended.
The Parks Administration/Operations Building is moving along. The administrative side
should be finished late July and the operations side should be finished late fall.
Pratt Trail Reconstruction will start late August and be completed by Zooloween Boo. Permit
process is taking place.
The Administrative Assistant position is open and hopefully will be filled by the end of July.
The Chief Oshkosh sign project will have a dedication this upcoming Friday from 10am-noon.
ASSISTANT PARK DIRECTOR’S REPORT
Mr. Dallman said that the Roe Park playground is now complete. It went well and opened May
31st.
Menominee Park Zoo had a slight walkway closure; the Streets department came and paved
the walkway with asphalt. Staff is hoping to get all gravel paths paved at some point. Two new
fountains were installed in the lagoon. The bear and fox exhibit has started and staff is hoping
to have it ready by the end of October.
The Pollock Pool Water Park opened on June 7th. The lazy river was replastered and staff is
hoping to have the leisure pool completed for next year.
Mr. Dallman shared that the Oshkosh Parks Activity Guide is available online and has a lot of
activities and events taking place over the summer and fall.
LANDSCAPE OPERATION MANAGER’S REPORT
Mr. Maurer said that there were some in-house plantings in the terrace areas and the parks. He
said Mr. Derks has been working with the Community Foundation and there was a
fundraising effort to replace some of the ash trees in the public areas. There are two firms
coming in to plant over 250 trees.
The contracted work for ash tree removal has been completed. Staff is going out and taking
care of anything that has been diseased or dying or anything that might have been missed.
