1. Discuss and recommend Clearwell Project elements pertinent to the Parks
Department
On February 14, 2023, the City of Oshkosh Common Council created the Water
Filtration Plant (WFP) Clearwells Replacement Project Ad Hoc Aesthetics
Committee. The Committee was charged with providing input on the Project site
and landscaping along the right-of-way adjacent to the WFP along Lake Shore
Drive, Washington Avenues, and Merritt Avenue and the area between Lake Shore
Drive and Lake Winnebago referred to as the “Park Area”. Additional details are
provided in the attached copy of City of Oshkosh Resolution 23-69 and other
documents. Lauren Bartelt was the Advisory Park Board member that was
appointed to represent the Board.
Over the course of four meetings held in May through August 2023, the Committee,
along with Committee liaisons from the City Police, Fire, Public Works, Parks, and
Planning and Community Development Departments identified, discussed, and
provided recommendations for design feature concepts of the Project site and for
adjacent areas. The Advisory Parks Board has been asked to provide input on
features that may impact the community’s use of Lake Shore Drive, the Park Area
and the Parks Department. This includes input on the proposed changes to Lake
Shore Drive including the southern portion of the roadway from a two-way to one-
way traffic pattern and eliminating 16 of the existing 48 parking spots. The Project
Manager for the firm hired by the City will be in attendance to present this
information along with staff from the City Engineering Department.
2. Review conceptual design for Menominee Park Beach Bathhouse reconstruction
At the February 13, 2023 Advisory Park Board meeting, members requested an
additional design of a building that was a little more modern looking for them to
consider. TR Karrels team presented a design to Parks Department staff that is
included in your packet. Also included is the design that was presented in February
that is similar to the existing building which had an estimated cost of slightly over
$1 million. A preliminary cost estimate for the more modern looking building is
over $3 million. TR Karrels team will be in attendance at the meeting.
3. Discuss and recommend 2024 fees for Riverside Cemetery and Boyd Cemetery
As part of our departmental review of fees for the 2024 budget, staff is recommending
a revision in some fees for City of Oshkosh Riverside and Boyd Cemeteries. The
current fees were last updated in 2020 and prior to that they were updated in 2013.
Staff surveyed cemeteries from the surrounding area to help determine current
market rates to keep the rates for the City-operated cemeteries competitive. Please
see the attached survey results and the proposed rate information for 2024.
Staff recommends approval of the fees and a recommendation from the Board to the
Common Council for approval of the fees.
