[EXISTING CONDITION: STOP SIGN ON REICHOW STREET AT 5TM AVENUE]. This is a request from a Boardmember. The warrants for a yield sign are as follows: 1) Three or more right angle accidents in a twelve month period. 2) 1,500 or more vehicles per day. 3) Inadequate sight distance. The volume warrant for a stop sign is 3,000 or more vehicles per day. There have been 3 accidents at this location during the last three years. Two of those accidents occurred during 2000. The number of accidents during 2000 tend to support retaining the stop sign. The traffic volume at this intersection is approximately 1,900 vehicles per day. This is 27% above the minimum traffic volume required for a yield sign, but still well below the required level for a stop sign. There isn't a serious sight distance problem at this intersection. West 5th Avenue from Sawyer Street to Westfield Street is protected by stop signs at all intersections except Meadow Street which is a T-type intersection. The accident history, moderate traffic volumes and the designation of 5th Avenue as the through street between Sawyer Street and Westfield Street supports retention of the stop sign. DEFEATED BY TRAFFIC REVIEW BOARD, (0-5) REQUEST FOR NO PARKING ON BOTH SIDES OF BALDWIN AVENUE FROM MT. VERNON STREET TO EASTMAN STREET. [EXISTING CONDITION: NO PARKING ON THE NORTH SIDE FROM 6:00 A.M. TO 6:00 P.M., MONDAY THROUGH SATURDAY]. This is a request from a citizen. This is a request to eliminate parking on both sides of Baldwin Avenue between Mt. Vernon Street and Eastman Street during all hours. There is apparently a family with four to six vehicles that park on this section of Baldwin Avenue making it difficult for this resident to back-out of their driveway. The following table shows the local street parking restriction warrants. Traffic exceeds 1,000 vehicles per day. 2. On-street parking exceeds 50% of available spaces. 3. Significant curves, hills or sight restrictions. The width of Baldwin Avenue is 26 feet. This width would indicate that parking be restricted at all times on one side of the roadway. This section of roadway doesn't have any additional factors favoring parking restrictions on both sides of the roadway. DEFEATED BY TRAFFIC REVIEW BOARD, (0-5).
