1) A request to remove the on-street permit parking (convert to short-term) on Brown Street
between Algoma Boulevard and High Avenue (current condition: permit parking). This is a
citizen request (Tom Hallquist 920-379-0946, tom.hallquist@gmai.com). I recommend 2-hour
parking.
This is a request from a citizen who often works at the church at 137 Algoma Blvd. The
entrance to the kitchen is in the alley off of Brown Street. These parking stalls are most often used by
the church. There is plenty of parking available in the area including 2 hour on-street parking on the
east side of the street as well as the 300 West parking lot.
I recommend approval of this request.
2) A request for no parking on Union Avenue south and west sides from Algoma Blvd. to
Algoma Blvd.
This is a clean-up item to correct the ordinance so it matches the field condition.
I recommend approval.
3) A request for no parking on Ripple Avenue north side from Oregon Street to its
western terminus (This is a citizen request).
The city generally restricts parking in industrial park areas due to the heavy truck traffic and
maneuvering. Employees of Generac were utilizing on-street parking during the construction of
their expanded parking lot. The construction is over and there is now adequate off-street parking
available.
I recommend approval.

4) A request to convert the 15-minute loading zone on New York Avenue to a Bus Loading
Zone (current condition: 15-minute loading zone north side from Kentucky Avenue to Central
Avenue).
The school district has asked that area be signed as a bus loading zone as they need the area to
load and unload school buses for Merrill Elemetary School this year.
I rcommend approval.
Staff Statements
• Follow-up on GO Transit Ridership/Suspension Policy – GO Transit has one set policy
for all Riders, not just the students. The policy can be found here:

All riders are expected to comply with the ridership policies. The section of Service Refusal and
Suspension can be found on Page 10. Service may be refused, suspended, or conditional due to the
following circumstances and/or behaviors:
✓ Seriously Disruptive Behavior
✓ Public Health Threats
✓ Refusal to Pay the Applicable Fare
✓ Refusal to Comply with Rules or Policy
GO Transit does not collect and or report information on suspensions to anyone outside of
GO Transit unless a crime is committed and the Police Department needs to be involved. The last
student suspension was April 17th. The few that occurred last year were due to fighting and/or
smoking marijuana.
As of Friday, September 1st, 631 total GO Transit Student Passes have been issued. GO Transit
attended the following events in addition to regular office hours to facilitate the issuing of student
passes.
