(AECOM) is pleased to present this proposal to the City of Oshkosh (City) for fire protection engineering services. The scope of services in this proposal will include performing fire protection engineering and design services to prepare performance specifications for the design and construction of fire suppression systems in the Bus Storage Garage and the Electrical Department Vehicle Storage Garage. This proposal has been revised to include the services of an AECOM cost estimator to prepare an independent cost estimate for the work, upon completion of the design work. We understand that the independent cost estimate is a requirement of the grant funding that the City has received for the implementation of the project. Project Background We understand that the City is evaluating the installation of fire protection systems in two vehicle storage garages. Based on the age of the buildings, fire protection systems were not originally required when construction occurred. The City is now considering the retrofit of these facilities to provide active fire suppressions systems. The two buildings consist of the Bus Storage Garage and the Electrical Department Vehicle Storage Garage. The Bus Storage Garage is a repurposed building that was previously used to house an incinerator. Based on measurements from aerial photographs, we estimate the total square footage of the Bus Storage Building to be approximately 27,000 square feet including office areas and additions. The Electrical Department Vehicle Storage Garage is located on the same site as the Bus Storage Garage. The Electrical Department Garage appears to be a single-story metal garage building. Based on measurements from aerial photographs, we estimate the square footage of the Electrical Department Garage to be approximately 6,000 square feet. Scope of Services AECOM will provide engineering services to develop bid documents and specifications for the installation of fire sprinklers in the bus garage and sign/electric department buildings for the City of Oshkosh Wisconsin. These will be a performance specification and hazard identification drawings such that a licensed Fire Protection Contractor in the State of Wisconsin can provide required hydraulic calculations and shop drawings in accordance with National Fire Protection Association (NFPA) 13: Standard for Installation of Sprinkler Systems and local codes subject to approval by the local Authority Having Jurisdiction. The design calculations, hazard identification drawings, bid documents and specifications will be submitted to the City of Oshkosh for review, however, we anticipate that plan review by the State of Wisconsin will be required. AECOM will coordinate with the City and State Plan Review to confirm the permitting path for the project. For the purposes of this proposal, we have assumed that the Fire Protection Contractor will submit the final permit package as part of their shop drawing and submittal review process. The scope of work consists of performing the required code research, a site visit for verification of water supply adequacy and actual building layout, development of the hazard identification drawings, development of the DocuSign Envelope ID: E171E93D-56CA-41BA-BE45-764E8D39093F https://aecom-my.sharepoint.com/personal/brittany_nienow_aecom_com/Documents/Desktop/OPP-XXXXX_GO Transit Fire Sprinkler_R1_dss.docx 2/4 performance specifications and contractor bid documents, preparation of a design narrative description, participation in phone call meetings, and attendance at the pre-bid conference. In addition to the design and bidding phase services, AECOM will prepare a cost estimate for the implementation of the work. AECOM will prepare this cost estimate in general conformance with the procedures and recommendations of the Association for the Advancement of Cost Estimating (AACE). AECOM will prepare an AACE Class 3 cost estimate with an expected range of accuracy of -15% to +20%. The cost estimate will be prepared taking into consideration Davis-Bacon Wage Rates, as they will be required for compliance with the Federal Grant. The cost estimate will provide a material take-off and quantity estimate as necessary for the preparation of the cost estimate. The cost estimate will be based on AECOM research related to material pricing, labor rates and historic experience with similar types of construction. The cost estimate will not include solicitation of budgetary estimates from Contractors or material suppliers. AECOM will provide a final Cost Estimate report presenting a summary of the estimate and the details of the development of that estimate as a PDF document to the City. Assumptions • The City of Oshkosh will provide historic drawings to AECOMof the existing structures. • The fire protection systems for the two buildings will be bid as a single project with one pre-bid meeting and one contractor completing both projects. • The City of Oshkosh will provide the form of contract and front-end specifications, AECOM will only provide the technical specifications for the Fire Protection Scope. • No building modifications, beyond the fire protection system will be required. We assume that the modification to the existing systems will be limited to the interconnection with the existing fire alarm system. • Adequate water supply is available at the sites to allow for the installation of the fire protection system. • AECOM will provide drawings to the City in AutoCAD .dwg and .pdf formats, no hard copies are required. • Specifications will be prepared in current Masterspec format. • The design narrative will be provided to the City in Microsoft Word and .pdf format. • Two trips by AECOM’s design lead are included in this fee estimate at $1,500/trip including travel time plus direct expenses, additional trips will incur additional cost. • One round of non-conflicting comprehensive comments will be provided by the City on the bid documents and specifications, and will be incorporated into the final deliverables for the project. • A maximum of 8-hours of AECOM staff time for teleconferences are included in the fee estimate. • No construction administration or construction phase services are included in this proposal. Project Fees The above scope of services will be provided on a time and materials basis in accordance with the agreed upon fee schedule between AECOM and the City of Oshkosh. Our estimated, not to exceed fee for the above-described scope of work is $45,500. Terms and Conditions Services described in this proposal will be performed on a time-and-expense basis. AECOM will not exceed the above estimate without your authorization and approval. The project services will be performed in accordance with the approved Fee Schedule for various elements of service we expect will be utilized providing the services outlined in this proposal. This project will be completed per the 2009 City of Oshkosh Negotiated General Conditions of Service, which are expressly incorporated into, and are an integral part of, our agreement for professional services.
