HomeMy WebLinkAbout01-66.docFEBRUARY 13, 2001 01-66 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: INITIATED BY: INITIAL RESOLUTION - CONCRETE PAVING & UTILITIES DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED BY the Common Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following described areas for benefits conferred upon such property by improving the following, said public improvement to include the following: Concrete Pavinq, Sanitary Sewer Laterals (New & Relay), Water Laterals, Storm Sewer Laterals, Sidewalk Repair, New Sidewalk and Concrete or Asphalt Driveway Approach CONTRACT 01-03 MONROE STREET, from Irving Avenue to Washington Avenue PARKWAY AVENUE, from 8 ft. west of Monroe Street to 8 ft. east of Monroe Street MERRITT AVENUE, from 8 ft. west of Monroe Street to 8 ft. east of Monroe Street WASHINGTON AVENUE, from Broad Street to Bowen Street BROAD STREET, from 12 ft. north of Washington Avenue to 20 ft. south of Washington Avenue BAY STREET, from 20 ft. south of Washington Avenue. to Washington Avenue BOYD STREET, from 12 ft. north of Washington Avenue to Washington Avenue GARFIELD STREET, from Vine Avenue to New York Avenue VINE AVENUE, from 10 ft. west of Elmwood Avenue to Cherry Street ELMWOOD AVENUE, from 32 ft. southeast of Vine Street to New York Avenue W. 18TH AVENUE, from Knapp Street to 8 ft. west of Georgia Street SANDERS STREET, from 6 ft. north of 18th Avenue to 18th Avenue FABRY STREET, from 8 ft. south of 18th Avenue to 18th Avenue W. 8TH AVENUE, from S. Main Street to 8 ft. east of Nebraska Street 2. Said improvements shall consist of concrete paving as described above and appurtenant work with concrete curb and gutter on both sides of the street at a grade heretofore established by special ordinance of the City of Oshkosh. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expenses incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto from said improvements. 5. The assessments against any parcel may be paid according to the provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board of Public Works is directed to prepare a report consisting of: (a) (b) (c) Final plans and specifications for said improvements. An estimate of the entire cost of the improvements and laterals. An estimate as to each parcel of property within the assessment district of: (1) (2) (3) The assessment of benefits to be levied for each improvement. The damages to be awarded for property taken or damages by each improvement. The net amount of benefits over damages over benefits for each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Board of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.60(7) of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60(7) of the Wisconsin Statutes. 8. The installation of said street improvements shall be accomplished according to the provisions of Section 25-3 thru 25-11 of the Oshkosh Municipal Code.
