CITY OF OSHKOSH LANDMARKS COMMISSION Minutes July 12th 2023 PRESENT: Shirley Brabender Mattox, Paulette Feld, Sara Stichert, Kristopher Ulrich, Nikki Stoll Olthoff, and Steve Cummings ABSENT: Gerald Jacklin STAFF: Sarah Phillips, Museum Director, and Jeffrey Witte, Principal Planner Meeting Minutes: 1) Call to Order Mr. Cummings called the meeting to order at 3:02 pm. Approval of June 14th, 2023 Meeting Minutes. A motion was made to approve the minutes by Mr. Ulrich and seconded by Ms. Feld. 2) Public Comment Dave Loda at 1133 Algoma Boulevard expressed concerns about the Read Elementary School flag not being taken down daily, hidden behind trees, and the flag pole has deteriorated. Mr. Loda is requesting that the Commission support cutting the trees around the flag pole and historic building, and refurbishing the flag pole. Ms. Brabender Mattox and Ms. Strichert questioned if the Landmarks Commission is the right place to address this issue. Ms. Brabender Mattox suggested that Mr. Loda get in touch with the school board, neighborhood association, and parent-teacher organization to discuss possible improvements. Ms. Brabender Mattox clarified that the Read Elementary School is designated as a historic building. A motion was made by Mr. Cummings seconded by Ms. Feld to support the efforts of Mr. Loda in advocating for meeting the requirements for flag etiquette at Read Elementary School. Ms. Brabender Mattox introduced Richard Green. He will be seeking a historic destination for his home at 404 W. New York. 3) Chief Oshkosh Dedication Event Recap Ms. Brabender Mattox, Ms. Feld, and Mr. Jacklin attended the event. The process to support the monument project started in November 2015. Mr. Cummings was recognized for his contribution to the project. A letter from Mr. Lareau at 834 Starboard Court was recognized, discussed, and placed on file. Restoration first followed by wood window replacements is recommended by the Commission. We are continuing to work with the owner. b. 515 N Main Street – The owner does not qualify for historic tax credits if they choose to use contemporary European-style windows as replacements. Discussion occurred around the restoration of existing windows and making additional resources available to educate the owner on the option of window restoration. c. 427 N Main Street – Contact was made with the owner and he was advised to contact a local developer who has experience with historic tax credits to get advice on how to qualify for historic tax credits. 5) Historic Plaque Application a. 1641 Jackson Street - application remains pending, looking for additional information. Owners are out of the country until August. b. 413 North Main – Working group to continue exploring an exhibit honoring Lewis Hine. c. 222 East Parkway Avenue (Helen Farnsworth Mears) – Efforts continue to contact the current owner and let them know about the program to identify historic properties in the City of Oshkosh. 6) Commissioner Statements a. Oshkosh Herald Article – Mr. Cummings was recognized for his article titled “More than Sawdust” about the historic Oshkosh businesses on the waterfront”. Ms. Brabender Mattox is submitting an article about bungalows this month. A continuation of the House History Series is scheduled for the month of August and Mr. Ulrich will write an article about colonial-style homes for the month of September. b. Working Group Lewis Hines – Meeting will be scheduled in September. 7) CLG Grant Application – Ms. Brabender Mattox to contact the owner of the former Alberta Kimball home to discuss the possibility of a historic destination. The South Main Street Area was also discussed as a possible historic district. If you are unable to attend this meeting, notify staff (920-236-5059). U.S. Cellular / Oshkosh DT (776305) – The Commission discussed the project proposed by U.S. Cellular at 530 N. Main Street. Ms. Brabender Mattox to contact Jake Rieb, Archaeologist and Compliance Specialist with Edge Consulting Engineers to comment on the plans for the additional cell communication equipment. A formal comment will be made asking that the equipment be moved on the roof and not placed on the side of the building. Formal comments are due by July 31st. a. Jackson / Oregon Street Bridge Replacement – John Vogel, Heritage Research contacted Ms. Brabender Mattox to comment on the bridge project submitted by the Wisconsin Department of Transportation. Discussion occurred about possible historic properties in the project area. Comments can be submitted until the project is completed. This will be an agenda item for the August 9th Landmarks Commission Meeting. 9) Building Permit Review a. 908 Washington – The heating and boiler replacement may be eligible for historic tax credits 10) Agenda Items for Next Meeting a. 404 West New York Avenue – Historic Designation b. Renovation at the Grand Opera House 11) Adjournment Ms. Ulrich called the meeting to adjourn seconded by Ms. Stichert at 4:35 pm.
