PURPOSE:
APPROVAL OF AND AUTHORIZATION TO ALLOCATE UP TO
$100,000 OF PUBLIC SERVICE FUNDS AND $10,000 IN
ADMINISTRATIVE FUNDS AS PART OF THE CITY OF
OSHKOSH 2001 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM; APPROVE AGREEMENT WITH OSHKOSH AREA
UNITED WAY & OSHKOSH FOUNDATION FOR PUBLIC
SERVICE FUNDS & WITH OSHKOSH AREA UNITED WAY FOR
ADMINISTRATIVE FUNDS

CITIZENS ADVISORY COMMITTEE RECOMMENDATION: Approved
WHEREAS, the Common Council of the City of Oshkosh has previously approved a
Consolidated Plan for the period 2000-2004 which contains estimates of dollars needed to
address public service needs; and
WHEREAS, the City of Oshkosh has received a proposal from the Oshkosh Area
United Way and the Oshkosh Community Foundation to continue to coordinate the
distribution of the public service portion of the City's 2001 Community Development Block
Grant (CDBG) Program through the Community Human Services Committee created for
this purpose; and
WHEREAS, the Citizens Advisory Committee has recommended that up to
$100,000 of public service funds from the 2001 CDBG Program be distributed through a
Public Services Consortium jointly coordinated by the Oshkosh Area United Way and
Oshkosh Community Foundation, and $10,000 of administrative funds be used by the
Oshkosh Area United Way and Oshkosh Community Foundation for administering said
program; and
WHEREAS, if approved, the City will develop a CDBG Action Plan for the 2001
program year which will designate up to $100,000 for distribution by said agencies for
public service activities and $10,000 in administrative funds to be used by the Oshkosh
Area United Way for administering said proposed program; and
WHEREAS, if approved, the CDBG Action Plan for the 2001 program year will be
submitted to the U.S. Department of Housing and Urban Development designating up to
$100,000 for allocation to public service needs but not to specific organizations providing
public services, and $10,000 in administrative funds for the Oshkosh Area United Way to
administer said proposed program.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh, that up to $100,000 in public service funds from the 2001 Community
Development Block Grant Program be distributed by the Oshkosh Area United Way and
Oshkosh Community Foundation for public service activities, and based upon the inclusion
of said public service funds in the City of Oshkosh 2001 Action Plan, and contingent upon
final approval by the U.S. Department of Housing and Urban Development of the projected
funds and proposed project.
BE IT FURTHER RESOLVED that $10,000 in administrative funds from the 2001
Community Development Block Grant program be distributed to the Oshkosh Area United
Way for administering said program, and based upon the inclusion of said administrative
funds in the City of Oshkosh 2001 Action Plan, and contingent upon final approval by the
U.S. Department of Housing and Urban Development of the projected funds and proposed
project.
BE IT FURTHER RESOLVED that the attached Agreement with the Oshkosh Area
United Way and Oshkosh Community Foundation for public service funds and for
administrative funds with the Oshkosh Area United Way is hereby approved and the
proper City officials are hereby authorized to execute and deliver the agreement in
substantially the same form as attached hereto, any changes in the execution copy being
deemed approved by their respective signatures, and said City officials are authorized and
directed to take those steps necessary to implement the terms and conditions of the
Agreement.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to file and execute the necessary documents and assurances required by the
U.S. Department of Housing and Urban Development and any and all additional
information required.
