ITEM I: ACCEPT WATER MAIN EASEMENT AT 420 S. KOELLER STREET
GENERAL INFORMATION
Applicant: City of Oshkosh
Owner: 965 South Green Bay Road LLC
Actions Requested: The City of Oshkosh is requesting acceptance of a water main easement
located on the south side of the property at 420 S. Koeller Street.
Applicable Ordinance Provisions: N/A
Property Location and Background Information:
The subject site consists of one lot owned by 965 South Green Bay Road, LLC, and is located on
the east side of S. Koeller Street. In May 2023, Common Council approved a General
Development Plan (GDP) and Specific Implementation Plan (SIP) for redevelopment of the
subject site for Old National Bank and Chipotle developments.

ANALYSIS
The proposed easement is 25 feet wide, centered on the existing water main, running east-west
409.65’ along the south property line of the redevelopment, from the S. Koeller Street right-of-
way to the W. 5th Avenue right-of-way. The easement will allow the installation, operation, and
maintenance of the public water main and related facilities benefitting the redevelopment as
well as the overall water distribution for the site.
The City Attorney’s office has drafted the necessary easement documents in agreement with the
property owner. The easement documents have been signed by the property owner and are
waiting to be recorded upon approval by the Common Council. The Department of Public
Works does not have concerns with the proposed easement as it is required for redevelopment
of the property.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the acceptance of the proposed water main easement as
requested.
