PURPOSE:
APPROVE LAKESHORE MUNICIPAL GOLF COURSE
IMPROVEMENT PLAN
INITIATED BY: PARKS DEPARTMENT
WHEREAS, there is a need to make improvements to the Lakeshore Municipal
Golf Course; and
WHEREAS, the Advisory Golf Committee has worked through several project
alternatives; and
WHEREAS, the Advisory Golf Committee has made a recommendation to the
Advisory Parks Board to do the alternative plan titled "Birdie" a copy of which is
attached to this resolution, which involves closing the golf course for one year (Fall of
2000 through Spring of 2002) and the renovation of the entire 18 holes of the course;
and
WHEREAS, the Advisory Parks Board has accepted the recommendation of the
Advisory Golf Committee and approved the recommendation to the Common Council
that the "Birdie" plan be supported because of cost and project efficiencies as the best
overall plan; and
WHEREAS, the Advisory Parks Board has recommended that the Common
Council approve borrowing up to $1,500,000 to complete the 18 hole project; and
WHEREAS, the Advisory Parks Board has requested that the Common Council
support subsidization of the project debt service during the years 2002 through 2011 in
the event of golf course revenue shortfalls; and
WHEREAS, it is deemed necessary for the future welfare of the Lakeshore
Municipal Golf Course (and its golfing public) to be renovated and improved according
to the "Birdie" plan;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that appropriate City officials are hereby authorized to let bids for the golf
course improvement project alternative plan titled "Birdie", to proceed with borrowing up
to $1,500,000 to pay for said "Birdie" plan, and to close the Lakeshore Municipal Golf
Course starting with the Fall of 2000 through the Spring of 2002.
BE IT FURTHER RESOI_VED that the I_akeshore Municipal Golf Course
repay to the general fund the total amount of subsidies provided by the general
budget, together with interest at the city's rate for this project, from future
surpluses.
