1. NO MOW MAY COMING SOON: During the month of May, the City of Oshkosh will relax
enforcement of the long grass and weed cutting ordinance, allowing registered participants to
suspend or reduce lawn cutting on their property as one way to promote early growing of
pollinator friendly habitats. No Mow May is a voluntary, free of charge, conservation initiative
which requires participants to register using the following link:

Please register at the link above no later than May 1st, 2023. The City of Oshkosh does not have
any signs to distribute this year and they are not required. Please follow the City of Oshkosh
Sustainability Advisory Board Facebook page or the Pollenablers Facebook page for updates
and possible sign distribution events. If you’d like to learn more about other ways to help

2. WATER MAIN REPLACEMENTS PROJECT TO BEGIN: The City is notifying residents that
construction of the 2023 Water Main Replacement Project is beginning. The general contractor
for Contract 23-07 is Carl Bowers & Sons Construction Co., Inc. (Bowers). Bowers plans to
begin construction on Monday, April 17th. Advanced warning signs have been placed seven
(7) days prior to the start of construction.
The purpose of this Project is to relay water main and laterals on the following streets: Clarks
Court, from Hollister Avenue to the cul-de-sac; Hollister Avenue, from Algoma Boulevard to
Sheridan Street; Oak Street, from East Irving Avenue to Siewert Trail; and Beech Street, from
Congress Avenue to West Murdock Avenue. Sanitary sewer and laterals, water main and
laterals, and storm sewer and laterals will be installed, replaced, or repaired, as needed, prior
to placing new asphalt or concrete pavement.

3. OPL AND LOCAL EXPERTS TO CELEBRATE EARTH DAY ON APRIL 22:
• Think Outside the Trash: Upcycling & Recycling for Earth Day 10 a.m. - Adults
Learn about recycling from the experts at Winnebago County Solid Waste and create a
recycling and upcycling craft (please bring an item to upcycle). Additional limited
supplies will be provided by the Solid Waste Department. Presented by Jessica Hanson,
Communications Specialist at Winnebago County Solid Waste.
• The Curious Chemistry of Amazing Algae: 11 a.m. to 1 p.m. - Ages 6 and older
Make worms using algae! Learn how algae is useful for many things and how it also
changes the pH of water it lives in. Sponsored by the Northeast Wisconsin Local Section
of the American Chemical Society in honor of Earth Day. Stop by anytime during the
session.
4. OFD 2022 ANNUAL REPORT NOW AVAILABLE: The Oshkosh Fire Department is proud
to release its 2022 Annual Report. Please take time to review it and see some of our
accomplishments from last year. It is an opportunity for us to showcase our most valuable
resource, our people. None of these achievements could be possible if it were not for the
support of people like yourself. Thank you for reading our annual report and we look forward

5. LEGISLATIVE CITATIONS AND CONGRATULATIONS: On Saturday, April 1, 2023
Senator Feyen and Representative and Oshkosh Mayor Lori Palmeri presented Legislative
Citations to Scott Krause, Josh Antes, and Chris Heder for their bravery on Feb 19th, 2022,
where throughout the night in multiple calls for service and without sleep, these brave
firefighters rescued eight people from the frozen waters of Lake Winnebago. Despite the
dangerous conditions, the firefighters showed courage and skill to rescue the stranded people,
bringing them safely back to shore.

8. LOOKING AHEAD: Among the meetings I have scheduled for the week of April 17 include
the following: At 9:00 AM on Monday, I will be attending the Whitburn Center Advisory Board
meeting. At 10:30 AM I am meeting with Oshkosh Media staff to discuss social media efforts
for the city. On Tuesday at 12:00 PM I will be attending the Council Re-organizational meeting.
At 9:30 AM on Wednesday I will be giving the welcoming address at the League of
Municipalities Inspectors Institute at the Oshkosh Convention Center. At 4:00 PM I will be
meeting representatives of the Menominee Nation on tribal initiatives and activities of note in
